A RESOLUTION DECLARING ADEQUACY OF PETITION AND ORDERING 
PREPARATION OF REPORT
BE IT RESOLVED BY THE CITY COUNCIL OF Luverne, Minnesota:
1. A certain petition requesting the improvement of Alleyway in Block 5 of Barck, Adams and Howe Addition, hereby petition that such lands be improved by asphalt pavement, filed with the council July 13, 2021, is hereby declared to be signed by the required percentage of owners of property affected thereby. This declaration is made in conformity to Minn. Stat. § 429.035.
2. The petition for proposed Improvement No. 371114, 2022 Alleyway in Block 5 of Barck, Adams and Howe Addition, is hereby referred to Public Engineer Gary Kurth, DGR Engineering and that person is instructed to report to the council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels.

Cardinals sweep section tennis titles

Luverne senior Pierce Cunningham won his second consecutive singles championship during the Section 3AA Individual Tournament in Redwood Falls Tuesday, May 31.
Cunningham, who was seeded No. 1 and is undefeated this season, defeated No. 2-seeded Taylor Duncan of Benson/KMS 6-3, 4-6, 6-2 in the section championship.
Cunningham reached the championship match by defeating Jacob Zollner of Redwood Valley 6-1, 6-2 in the semifinals.
With a record of 28-0 on the season, Cunningham’s victory may not have been a surprise, but was still a relief.
“It felt really good,” Cunningham said. “There’s always pressure to repeat.”
Luverne head coach Lucas Larson credited his No. 1 singles player’s hard work for his success.
“Pierce making it was expected, but it’s also a testament to the work he puts into his game,” Larson said.
“You will be hard-pressed to find a player more dedicated to the sport of tennis than Pierce. I’m really happy for him.”
Cunningham said he began playing tennis when he was about six years old and has taken lessons and played in leagues and tournaments in Sioux Falls since elementary school.
“What I enjoy most about tennis is that it’s just you out on the court,” Cunningham said.
“I like the strategy of it. Each serve is its own contest. You have to stay positive and not let one mistake get you down. It’s really one point at a time.”
Cunningham said he’s learned to approach his tennis game with more maturity over the years.
“I’ve learned to not get as mad when things go wrong, or at least try not to,” he said. “I try to be happier on the court, which actually irritates some competitors and opposing coaches sometimes.”
The state individual tournament, which includes both singles and doubles play, begins today (Thursday) at the Reed-Sweatt Tennis Center in Minneapolis.
The Cardinals also qualified for the team tournament that was played Tuesday and Wednesday at the same facility (see related story).
Cunningham will begin singles competition against Michael Frost of Holy Family Catholic High School of Victoria at 8 a.m.
A victory in the first round would advance him to the quarterfinal round at noon to face either Marjan Veldic of Rochester Lourdes or Winfield Stephens of Providence Academy of Plymouth.
A loss would mean a consolation quarterfinal match at the same time against one of the same players.
“I’m excited for the matchups at state and the good competition,” Cunningham said, “and hanging out with the team.”
Cunningham, who also ran cross country for LHS in the fall, plans to continue his tennis career at Northwestern College in Orange City next year.
“In college you generally play both singles and doubles, so I’m looking forward to that,” Cunningham said.
“It’s been fun to maintain our streak (of team state tournament appearances) here and play with the guys, but I’m also excited to play in college.”

After completing very successful regular seasons at No. 2 and No. 3 singles respectively, Luverne seniors Griffen Jarchow and Blake Frahm united to form a doubles team for the Section 3AA individual tournament last week.
With combined singles records of 52-2, the newly formed doubles pair was seeded No. 1 at the start of the section tournament.
“We thought that us playing doubles would be our best option for advancing to the state individual tournament,” Frahm said.
The LHS duo proved that strategy, and their No. 1 seed, to be correct by defeating the No. 2-seeded pair of Andrew Muetzel and Drew Lundeen of Redwood Valley 5-7, 6-1, 6-4 in the section championship match.
“The doubles tournament was extremely strong this year,” said Luverne head coach Lucas Larson.
“Although we thought Blake and Griffen were the best, it took some hard work for them to show it,” Larson said. “They had to come back from losing their first set in the finals.”
“I’m extremely proud of those two for adjusting their games to the doubles court and working with each other.”
The LHS pair defeated Isaac Stiles and Cole Paulson of Pipestone 6-2, 6-3 in the tournament semifinals.
Jarchow and Frahm will open doubles play today (Thursday) against John Gorman and Enrico Petto of Breck School of Minneapolis at 10 a.m. at the Reed-Sweatt Tennis Center in Minneapolis.
The pair actually first competed as a doubles team when they were freshmen.
Frahm was half of the section doubles championship team from last year with 2021 graduate Ben Jarchow.
Frahm was 26-2 while playing at No. 3 singles this season after competing in doubles in 2019 and 2021. (There was no boys’ tennis season in 2020 because of the pandemic.)
“I’ve had a pretty good season,” Frahm said. “It helps a lot practicing with Pierce and Griffen every day. They make me better.”
Frahm said there are a number of things he likes about playing tennis.
“I like that it’s more of a solo sport,” said Frahm, who also plays basketball for the Cardinals.
“You’re more independent and responsible for your own success when playing tennis.”
Jarchow was undefeated at No. 2 singles this season, racking up a 26-0 record after earning a 20-1 record last season at the same spot.
“I like the repetitiveness of tennis,” Jarchow said.
“You get to learn what works and what doesn’t and then, hopefully, keep doing whatever works.”
According to Jarchow, what works in singles play may be different than in doubles play.
“When we play doubles, you need to work with your teammate,” he said. “You’re not all on your own.”
Jarchow plans to play tennis next year at the University of Northwestern in St. Paul.
Until then, Jarchow is looking forward to finishing his high school career at this week’s state tournament.
“It’s going to be really fun to see how far we can get.”

Luverne girls' and boys' track teams take back-to-back section championships

The Cardinals are back-to-back Class 3A team section champions after defending their titles Thursday in Pipestone. The girls scored 118.92 points, and second-place Redwood Valley had 62. The LHS boys scored 81.66 points, beating Morris Area/Chokio-Alberta’s 67.16.
 As has been the case most of the year, the Luverne Cardinals turned in multiple high-placing finishes, sending athletes in 15 events to the Minnesota state Class A meet June 9-10 at St. Michael-Albertville High School. The Cardinal girls finished fifth in the state meet last year as a team. 
At the section meet this year, the qualifiers include Tenley Nelson first in the 800-meter dash in a personal record 2:20.46 — the fifth-fastest time in this year’s Class A. She was only four seconds off the top mark of 2:16.82 of Katrina Sortland of Zumbrota-Mazeppa.  
Jenna DeBates had a second-place finish in the 3,200-meter dash in a time of 11:57.52. Elizabeth Wagner advances in the 300-meter hurdles after a second-place finish 48.22.  Jocelyn Hart finished first in the shot put (38-11) and her sister, Jadyn Hart, finished first in the discus (112-03).               
Luverne qualified several relay teams this year for the state meet, and coach Pete Janiszeski said he likes to see that. “You get more people involved, and where you may go to state in an individual event and finish out of the top nine for the podium, on a relay team with other good runners you have a good chance to make the podium,” he said.
The 4-by-800-meter relay team of Elizabeth Wagner, Tiana Lais, DeBates and Tenley Nelson finished first (9:47.93) and face the tall task of defending a three-straight championships in this relay. 
Last year the team of Regan Feit, Lais, DeBates and Tenley Nelson ran 9:34.65 for the win. This year the team has run 9:38.06, which is the fastest time in Class A so far.  Tenley Nelson finished fifth and Jenna DeBates finished fifth and sixth last year in the 3,200-meter run. 
The 4-by-200-meter relay team of Makena Nelson, Isabella Oye, Anna Banck and Sarah Stegenga finished first Thursday in 1:51.11. 
The 4-by-100-meter relay of Mia Wenzel, Banck, Oye and Stegenga finished second (52.31). 
The 4-by-400-meter relay of Lais, Elizabeth Wagner, Stegenga, and Tenley Nelson also finished first (4:10.23). That time last year in the state meet would have put them seventh overall.
On the boys’ side Ashton Sandbulte won the 100-meter dash (10.91) and was second in the 200-meter dash (22.31).  When asked where he gets his speed, Sandbulte said, “My dad was fast, my whole family is athletic.” (The Star Herald will feature Sandbulte’s running in the June 16 edition).
He enters the state meet with the fastest 100-meter time run this year in Class A at 10.63 and the fastest 200-meter dash in (22.25). He finished third last year in the 100-meter dash (11.02) and was part of the 4-by-200-meter relay team with Eli Radtke, who finished fifth in the 2021 state meet. 
Sandbulte also was on Thursday’s first-place 4-by-100-meter relay team with Lucky Dara, Zachary Terrio and Eli Radtke, matching their season-best time of 44.61.  
Radtke returns to state in the pole vault after his first-place finish (13-3) trying to better his 12th-place state finish in 2021. He is entering the meet tied for the fourth highest vault in Class A at 13-6. 
The 3,200-meter run had Camden and Owen Janiszeski finishing first and second, 10.13.92 and 10:25.28 respectively.  They also teamed up with Ryan Fick and Sage Viessman for a first-place finish (8:33.65) in the 4-by-800-meter relay.

Hartquist qualifies for state golf tournament

The Luverne boys’ and girls’ golf teams wrapped up their seasons last week, but one LHS golfer kept his season alive by qualifying for the state meet.
Sophomore Henry Hartquist turned in an impressive 2-under par round of 70 in the second round of section play to finish as the Section 3AA Individual Runner-Up. Hartquist’s two-day total of 148 was only bested by New London-Spicer’s Peyton Coahran who shot an even par 144.
Hartquist will be the first LHS golfer to take part in the state meet since Chaz Smedsrud did so in 2016.
“I’m really proud of Henry and how he finished the tournament,” said Luverne boys’ golf coach John Sichmeller.
“Going into the back nine there was a big group of kids that all had a chance to qualify.”
Hartquist pulled away and finished with three birdies in a row to secure his spot in the state tournament.
“It’s hard to make three birdies in a row at any time but to do it when it counts showed what kind of player Henry is,” Sichmeller said.
Hartquist will play at the Minnesota State Class AA Golf Tournament June 14-15 at the Ridges at Sand Creek Golf Club in Jordan.

The Luverne boys’ golf team participated in Round 2 of section play on Wednesday, June 1, at the Oakdale Golf Club in Buffalo Lake.
The Cardinals earned their way as a team to Round 2 after finishing in fourth place out of 16 teams in Round 1. Luverne finished off their season strong after shooting a season best score of 318 in Round 2. Luverne’s two-day total of 643 left them in fourth place in the final section standings.
New London-Spicer would claim the team championship after shooting a score of 604.
Luverne was led by Hartquist’s round of 70. Sophomore Owen Sudenga fired a 78 for the Cardinals and finished just one shot away from a tie for fifth place individually and a shot at the state tournament.
“I felt really bad for Owen,” said Sichmeller. “He played some awesome golf and nearly qualified as well for the state tournament. He had a bad start to his round, but he didn’t give up and shot even par his last 10 holes to give himself a chance.”
Also scoring for Luverne were junior Brady Bork (83) and senior Colin Schoeneman (87). Sophomore Tyler Arends (94) and freshman Levi Gonnerman (105) also competed for the Cardinals.

The LHS girls’ golf team started section play on Tuesday, May 31, at Oakdale Golf Club.
The Cardinals shot a team score of 416 to finish in eighth place out of 13 teams at the event which was eventually won by Minnewaska/BBE. 
Leading the way for the Cardinals was junior Lauren Hansen who shot a score of 100.
Senior Morgan Gonnerman shot 102, junior Jocelynn Mann shot a 106, and senior Cheyenne Schutz shot a 108. Also competing for Luverne were sophomore Perceyis Trierweiler (111) and junior Mallory Nelson (120).
With their efforts in Round 1, Hansen and Gonnerman earned the right to compete in Round 2 the following day.
Gonnerman went on to shoot a 95 in the second round and finished 24th overall in the event.
Hansen shot a round of 105 and finished in 38th place. Redwood Valley’s Julian Brown claimed the top spot individually with a two-day total of 153.

H-BC girls' 4-by-100 meter relay team, Bakken advance to state track meet

The Hills-Beaver Creek girls’ 4-by-100-meter relay ran the top time in the Section 3A track meet on Thursday afternoon in Pipestone.
The team of Abbie Harris, Brynn Rauk, Layla Deelstra and Brynn Bakken ran a 51.68 to qualify for the state track meet this week.
Bakken, just a seventh-grader, qualified in both the 100-meter and 200-meter dash. She ran a personal best 12.71 seconds in the 100, which is her third-best qualifying time going into the state meet. Her time of 26.91 places her in the Top 10 in the 200-meter dash going into the final meet. 
The state meet is at St. Michael-Albertville High School, with prelims starting on Thursday afternoon and final competition on Friday afternoon.
Senior Kenadie Fick placed in the Top 6 in both of her open events. She finished fourth in the 1,600-meter run with a time of 5:48.35, just two places away from advancing to state. She also finished sixth in the 800-meter run with a time of 2:35.98 to finish off her great career at H-BC.
On the boys’ side, a few Top 6 finishers just missed out on qualifying for the state meet.
Liam Raymon finished fifth in the triple jump with a distance of 41-5.75. 
The boys’ 4-by-200-meter relay team also just missed the qualifying mark by placing fourth with a time of 1:36.23. This relay was run by Ty Bundesen, Luke Fuerstenberg, Eli Taubert and Cooper Gehrke.
As a team, the girls finished seventh and the boys finished 17th in the section.

Hoff is Hills Friendship Days parade marshal

Pete Hoff will be the parade marshal for the Hills Friendship Days celebration this year.
“We are trying to honor longtime business people or former business people in Hills,” said Howie Vis of Helping Build Communities Stronger.
Hoff, longtime Hills resident and owner of Pete Hoff Auto Repair, will lead the parade, scheduled to start at 10:30 a.m. Saturday.
Hoff owned and operated his business for 18 years before he and his late wife, Pearl, sold the building in 1998 when Pete retired at 62.
Within weeks of the sale, however, Pearl died. Pete decided to stay in Hills, where they had lived since 1960.
For the past 23 years (after replacement surgery on both knees and a hip), Hoff has been the part-time driver for the Tuff Home transport van.
He said he’s excited for Saturday’s parade because it means his three children, nine grandchildren and 16 great-grandchildren will meet in Hills in his honor. “It sounds like they are all coming,” Hoff said.
Friendship Days kicks off with the following events on Friday:
•9 a.m. Golf tournament at Meadow Acres, Larchwood.
•Evening, Little League tournament at Hills ball park.
•At dusk, movie night at Bethlehem Lutheran Church beginning with a children-appropriate movie followed by a teen-appropriate movie.
Saturday events:
•7 a.m. 1K-5K run/walk starting in the park. Contact Jodi Harnack (507) 962-3386.
•7 to 10 a.m. FFA pancake breakfast at Hills Legion Hall.
•Noon to 2 p.m. car show at east side of old high school.
•11:30 a.m. to 3 p.m., vendor fair in Jacobson Park.
•Noon until gone, smoked beef meal.
•Noon to 3 p.m., Dairy Barn ice cream and inflatables.
•Noon to 1 p.m. and 2 p.m. to 3 p.m., “The Sidekicks” and “2 Man Band.” Bring lawn chairs.
•1 to 2 p.m., “The Homesteader,” as told by the grave talker.
•3 to 5:30 p.m. bingo at American Legion Hall.
•5 p.m. until gone, Shari’s Food Truck on Main Street.
•6 to 8 p.m., Midwest All Pro Wrestling.
•8 p.m. to midnight, street dance with “Lunatics Anonymous.”
Sunday’s activities:
•9:30 a.m. Worship in the Park. Bring a lawn chair.
•1 p.m. kids fishing derby.
