Rebuke, but forgive

There is a misunderstanding around Jesus’ words, “Judge not, lest ye be judged.” The idea is that Christians have no right to call out anyone when they sin, since we all sin. Well, that’s not what Jesus teaches, and his words in Luke 17:1-5 prove it.
Jesus does not want sin within the Christian community to go unnoticed. In the same text where he tells us to forgive the brother or sister who sins against us, he also instructs us to rebuke them! The rebuke comes before the forgiveness. When we address the sin in others, the goal is to win back the brother or sister, not judge them. Yet, without the rebuke, the opportunity for reconciliation may never materialize.
Many times when we feel someone has sinned against us, instead of bringing it to the attention of the other person, we let it fester inside of us. We may talk about it with others, but that only increases the resentment and hurt. When we fail to go to them and let them know how we feel, there is little chance of repentance. Without repentance, how can there be forgiveness? God calls us to live in a community whereby we rebuke one another when necessary, but then, upon repentance, forgive each other without fail. God is the judge, but we have the responsibility to keep each other focused on the faith.
In the Lord’s Prayer, we pray, “Forgive us our sins as we forgive those who sin against us.” As an explanation to this petition, Martin Luther wrote, “We pray in this petition that our Father in heaven would not look  upon our sins, nor deny such petitions on account of them; for we are worthy of none of the things for which we pray, neither have we deserved them; but that He would grant them all to us by grace; for we daily sin much, and indeed deserve nothing but punishment. So we will also heartily forgive and also readily do good to those who sin against us.”
It is the natural inclination of the human heart to hold grudges and to withhold forgiveness. Therefore, Christ himself commands us to not only rebuke, but forgive. To the church in Ephesus, Paul wrote: “Be kind to one another, tenderhearted, forgiving one another, as God in Christ forgave you.” To the church in Colossae, he wrote, “Put on then, as God’s chosen ones, holy and beloved, compassionate hearts, kindness, humility, meekness, and patience, bearing with one another and, if one has a complaint against another, forgiving each other.” The Holy Spirit inspired these words because our sins against God are worse than any sin anyone could ever commit against us. We are guilty of so much, and yet God holds nothing against those who repent in Christ. How can we withhold forgiveness from those who repent to us?
So, rebuke, dear Christian, when necessary, but do so in love and with an eye toward reconciliation. Jesus taught, “If your brother sins, rebuke him, and if he repents, forgive him, and if he sins against you seven times in the day, and turns to you seven times, saying, ‘I repent,’ you must forgive him.” No wonder the disciples cried out, “Lord, increase our faith!”

The County Board was in receipt of the Fund Balance report; motion by Burger, seconded by Thompson, to approve the Fund Balance report, declared carried on a voice vote.
The Auditor/Treasurer informed the County Board that she needs (2) Commissioners
to serve on the Canvassing Board following the May 24th Special Election; by order
of the Chair, to appoint Commissioners Overgaard and Williamson with Commissioner
Thompson as an alternate.
The County Board was in receipt of a letter from the City of Hills requesting conveyance of tax forfeited property identified as parcel #15-0118-000. The Auditor/Treasurer stated that conveyance is free as long as the property/building is used for a public purpose; the Auditor/Treasurer presented Resolution No. 22-22, authorizing government conveyance of the property. Motion by Williamson, seconded by Overgaard, to approve Resolution No. 22-22, declared carried on a voice vote.
The Auditor/Treasurer requested approval of Resolution No. 21-22, approving the application to the Secretary of State for funding from the 2022 Drop Box Grant program; motion by Overgaard, seconded by Burger, to approve, declared carried on a voice vote.
Mark Sehr, Engineer, requested approval of Resolution No. 20-22, the renewal of an existing Master Partnership Agreement with MnDOT; motion by Burger, seconded by Overgaard, to approve, declared carried on a voice vote.
There was a brief discussion regarding signage at Schoeneman Park and Sehr stated that one of the picnic shelter structures needs to be demolished.  Sehr requested authorization to move forward with purchasing building materials to construct a new picnic shelter and that highway staff would build it; motion by Thompson, seconded by Williamson, to approve, declared carried on a voice vote.
The Administrator informed the County Board that he had requested the Chair to approve a resolution for a Disaster Declaration from the May 12, 2022 high wind event. Preliminary assessments indicated that Rock County did not meet the minimum dollar amount threshold, and therefore, withdrew the declaration.
Motion by Williamson, seconded by Thompson, to approve an expenditure of $19,896.92 for E911 software installation and support, declared carried on a voice vote.  
The Administrator gave a brief legislative update and encouraged the Commissioners to register for the AMC Legislative Wrap scheduled for May 23.  
The Administrator also stated that Iowa Premium Pork had completed
and submitted their grant application, A. C. E. has moved to their new location,
the Extension Office will remain open 5/days per week and that the Economic
Development Authority will pursue the housing study.

The meeting was called to order by the Chair with Commissioners Williamson, Thompson and Overgaard present and Commissioner Burger absent.  Also in attendance were Administrator Kyle Oldre, County Attorney Jeff Haubrich, Deputy Administrator Susan Skattum and Star-Herald Reporter Mavis Fodness.

Motion by Thompson, seconded by Overgaard, to approve the May 3, 2022 County
Board agenda, declared carried on a voice vote.
Motion by Overgaard, seconded by Williamson, to approve the April 29, 2022,
County Board minutes, declared carried on a voice vote.
Tim Gust, Vice President of the Rock County Economic Development Authority requested funding of $50,000 from the County Board to allow the organization pursue endeavors benefiting the county’s economic status; Gust stated that the organization will move forward to conduct a comprehensive Housing Needs Analysis for a cost of $20,000. Motion by Thompson, seconded by Williamson, to approve a $50,000 payment to the Rock County Economic Development Authority and to pay the expenditure from Reserves (formerly ARPA), declared carried on a voice vote.
The Administrator led a discussion regarding a $70 million expansion project for Premium Iowa Pork located in Luverne and their request from the County Board for a letter of support for USDA grant application. The Administrator stated if the project moves forward, it would have a substantial impact to the area. Motion by Overgaard, seconded Williamson, to approve a letter of support for the USDA grant application for Premium Iowa Pork, declared carried on 3-0 vote with Commissioner Thompson abstaining. 
Ashely Kurtz, Auditor/Treasurer, presented the claims and per diems of $2,000.00; motion by Williamson, seconded by Overgaard, to approve, declared carried on a voice vote. A complete listing of the claims is available upon request at the Auditor/Treasurer's office.

per month, declared carried on a voice vote.
Mark Sehr, Engineer, requested approval of Resolution No. 19-22, adding
Bridge 67K50 to the Prioritized Bridge Replacement list; motion by
Overgaard, seconded by Williamson, to approve, declared carried on a
voice vote. Bridge 67K50 is located in Rose Dell Township.
Ryan Holtz, Rock County Rural Water Systems Director, presented a $100,000 funding request from Reserves (formerly ARPA) to drill a new well. Holtz stated that the new well will be deeper than the current wells and are free of containments and will be beneficial in drought conditions. The cost of the new well is $225,000. Motion by Williamson, seconded by Overgaard, to approve the $100,000 request to Rural Water and to pay the expenditure from Reserves (formerly ARPA), declared carried on a voice vote.
Holtz briefly discussed current activities on the rural water system to include
their pursuit of federal and state funding for the construction of a new water
tower on the northwest part of the system.
The County Board was in receipt of information regarding Minnesota Frontline Worker compensation that was recently approved Minnesota Legislature, which is bonus pay for eligible COVID-19 frontline workers. The Administrator’s office is tracking the requirements and application process; more information to follow.
The Administrator stated that he has been tracking a couple of legislative
issues involving potential property valuation freezes and levy freezes and
Emergency Management federal and state funding.
Commissioner Williamson stated that he attended the following meetings: 
Rural Water and Southwestern Mental Health.
Commissioner Thompson stated that she attended the following meetings: 
Southwest Health & Human Services and Plum Creek Library.
Commissioner Overgaard stated that he attended the following meetings: Economic Development Authority, History Center, Hardwick City Council, SWMN Energy Board.
Commissioner Reisch stated that he attended the following meetings:  Southwest MN Opportunity Council and Economic Development Authority.
Jay Buckholtz with Sioux Valley Electric presented a follow up to the Community Input Session sponsored by Sioux Valley Electric; the session produced and great listing of data for the southwest area of the state along with the need to additional staff.  He also confirmed that solar and wind project are stymied due to delays in the supply chain and the inability to export the energy produced.
With no further business to come before the County Board, the meeting
was declared adjourned by order of the chair.

INDEPENDENT SCHOOL DISTRICT NO. 2184, 
ROCK COUNTY, LUVERNE, MINNESOTA  
A regular meeting of the Board of Education, ISD #2184, was held in the District Office on May 26, 2022, at 7:00 p.m.
The following members were present: Katie Baustian, Jodi Bosch, Eric Hartman, Tim Jarchow, Reva Sehr, Jeff Stratton, and David Wrigg. Also present: Craig Oftedahl, Jason Phelps, Ryan Johnson, Stacy Gillette, Tyler Reisch, Griffin Jarchow, Averill Sehr, and Mavis Fodness – Rock County Star Herald.
Chairperson Eric Hartman opened the meeting with the Pledge of Allegiance.  It was noted there is an addendum to the agenda. Motion made by Jarchow, second by Sehr, to approve the agenda with addendum. Motion unanimously carried.
Marie Atkinson-Smeins, Elementary School Counselor, reviewed the programs and lessons she taught this past school year. She also reviewed her goals.
Administrative reports were given.
Motion made by Bosch, second by Baustian, to approve the April 28, 2022, School Board meeting minutes as presented. Motion unanimously carried.
Motion made by Jarchow, second by Sehr, to approve the following donations:

Hardwick American Legion $3,056.00 for flag pole for East side of

Business Manager Tyler Reisch reviewed the district bills with the School Board. Motion made by Wrigg, second by Stratton, to approve payment of the District and Student Activity Fund bills as presented in the amount of $353,334.05 with payroll in the amount of $1,024,064.66 for a grand total of $1,377,398.71. Motion unanimously carried.
Motion made by Baustian, second by Sehr, to receive the student activity report showing the balances as of April 30, 2022. Motion unanimously carried.
Elementary Principal Stacy Gillette reviewed the 2022-2023 Local Literacy Plan for grades K-3. Motion by Bosch, second by Wrigg, to approve the plan as presented. Motion unanimously carried.
Motion made by Baustian, second by Sehr, to set the date for fuel quotations to be received as July 15, 2022, at 11:00 a.m. We are required by law to post the request for quotations for at least 30 days. Motion unanimously carried.
Motion made by Wrigg, second by Bosch, to approve an additional summer contract for Traci Davis for Elementary reading and math program for 32 hours. Motion unanimously carried.
Motion made by Wrigg, second by Sehr, to approve Student Assurance Services for the 2022-2023 student accident insurance. Motion unanimously carried.
Motion made by Bosch, second by Baustian, to approve the 2022-2023 School Board meeting schedule as presented. Motion unanimously carried.
Motion made by Jarchow, second by Stratton, to approve the following summer curriculum work:
Elementary reading curriculum - 20 teachers - 6 hours @ $25/hour
Elementary math curriculum - 20 teachers - 4 hours @ $25/hour
Junior Kindergarten curriculum - 1 teacher - 30 hours @ $25/hour
Motion unanimously carried.
Motion made by Baustian, second by Bosch, to approve the Triennial Assessment and Review of Policy 533 - Wellness Policy as submitted by the Policy Committee. Motion unanimously carried.
Motion made by Sehr, second by Stratton, to accept the resignation of Eric Arnold as MS Technology Teacher and Assistant Girls Tennis coach effective at the end of the 2021-2022 school year. Motion unanimously carried.
Motion made by Wrigg, second by Baustian, to approve the hiring of Dana Hoogendoorn as Community Education Administrative Assistant effective June 13, 2022. Motion unanimously carried.
Motion made by Sehr, second by Stratton, to approve the hiring of Cade Wenninger as C-squad baseball coach. Motion unanimously carried.

Motion made by Baustian, second by Bosch, to approve the hiring of Lindsey Schomacker as Special Education teacher for a salary of $55,042.00 beginning with the 2022-2023 school year. Motion unanimously carried.
Motion made by Jarchow, second by Wrigg, to approve the hiring of Traci Davis as Special Education teacher for a salary of $43,727.00 beginning with the 2022-2023 school year. Motion unanimously carried.
Motion made by Sehr, second by Bosch, to accept the resignation of Samantha Steensma as Paraprofessional and MS Volleyball Coach effective May 27, 2022.  Motion unanimously carried.
Motion made by Baustian, second by Sehr, to approve the hiring of Janine Debates as Custodian beginning June 6, 2022. Motion unanimously carried.
Committee reports were given. The Policy Committee met to review the Wellness Policy and also the Advertising Policy. The Personnel Committee met with the Custodial team for negotiation of a new contract. They will meet again in June.  
The upcoming meeting dates were reviewed. Motion made by Jarchow, second by Stratton, to adjourn the meeting. Motion unanimously carried.
