AUGUST 28, 2003MINUTES OF THE REGULAR SCHOOL BOARD MEETING OF INDEPENDENT SCHOOL DISTRICT NO. 2184, ROCK COUNTY, LUVERNE, MINNESOTA.A regular meeting of the Board of Education, ISD #2184, was held in the MS/HS District Office on Thursday, August 28, 2003, at 7:30 p.m.The following members were present: Don Bryan, Colleen Deutsch, Dan Kopp, Bill Stegemann, Steve Tofteland, and Becky Walgrave. Absent: Cary Radisewitz. Also present: Superintendent Vince Schaefer, Marlene Mann, Melody Tenhoff, Deb Vander Kooi, Stacy Gillette, Jan Olson, Jane Cote, Craig Nelson, Gary Fisher, Matt Crosby, K101/KQAD Radio, and Lori Ehde, Rock County Star Herald.The meeting was called to order by Chairperson Dan Kopp. Mr. Schaefer gave announcements including there is an addendum to the agenda.Motion by Stegemann, second by Deutsch, to approve the agenda and addendum. Motion unanimously carried. Craig Nelson presented information on his Follow-up of Luverne High School Graduating Classes of 1996, 1997, and 1998. There were a total of 303 graduates and he was in contact with all of them except 13. Administrative reports were given.Jan Olson presented the Alternative School end of the year report. The Alternative School begins their sessions on Tuesday, September 2. She also reviewed the Minnesota Department of Education’s Report Card on the elementary school. Motion by Stegemann, second by Tofteland, to approve the consent agenda to include the School Board minutes of August 14, 2003, and the Student Activity Report showing the balances as of July 31, 2003. Marlene Mann, Business Manager, presented information regarding structural balance as it relates to the settlement of the Master Agreement with the Luverne Education Association. Pursuant to due call and notice thereof, a regular meeting of the School Board of Independent School District No. 2184, Luverne, Minnesota, was held on the 28th day of August, 2003, at 7:30 p.m. The following Board members were present: Bryan, Deutsch, Kopp, Stegemann, Tofteland, and Walgrave and the following members were absent: Radisewitz. Board member Deutsch introduced the following resolution and moved its adoption:RESOLUTION FOR STRUCTURAL BALANCEWHEREAS, School District 2184 has a tentative agreement with the Luverne Education Association on a contract covering July 1, 2003, to June 30, 2005; and, WHEREAS, Minnesota Statutes, section 123B.749 requires a Board of Education to determine that any collective bargaining agreement does not cause structural imbalance; and, WHEREAS, the School Board has reviewed the budget impact of this agreement taking into account current state aid formulas and reasonable and comprehensive projections of ongoing revenues and expenditures for the period of agreement, a summary of which is included;WHEREAS, the attached calculations fulfill the disclosure and reporting requirements of said statute;NOW, THEREFORE, BE IT RESOLVED, that the School Board of Independent School District No. 2184, determines that the tentative agreement with the Luverne Education Association does not cause structural imbalance of the School District’s budget during the period of the agreement. The motion for adoption of the foregoing resolution was duly seconded by Board Member Bryan and upon vote being taken thereon, the following members voted in favor thereof: Bryan, Deutsch, Kopp, Stegemann, Tofteland, and Walgrave and the following members voted against the same: none; whereupon said resolution was declared duly passed and adopted. Superintendent Schaefer reviewed the settlement with the Luverne Education Association for the 2003-2005 Master Agreement. It was noted that the Association did ratify the contract on Monday. Legion stages big indoor circusThe following was printed in the Rock County Herald on Nov. 24, 1922:"Two days of varied and unending amusement are being planned for the people of Rock County and adjoining counties by Dell Hogan Post 123 and the Women’s Auxiliary of the American Legion for Friday and Saturday, Dec. 8 and 9. On those dates these two organizations will put on an indoor circus or carnival at the Armory, and according to the extensive plans which are now being arranged by the various committees in charge, the affair promises to be as interesting and delightful as any event yet staged in Luverne.A number of the Legion men and the Auxiliary ladies possess unusual ability in devising various original ideas for entertainment features, and all these plans will be enlarged upon and carried into effect at the indoor circus, making it a succession of pleasant surprises and humorous incidents. One of the most interesting features of the circus will be the Old Time ’49 bar and dance hall, and to make the setting complete, 30 masked dance hall girls will entertain the visitors with their merry frolicking. It is promised that this feature will portray vividly some of the customs of the days of ’49.As this is to be a real circus, there must necessarily be the usual collection of various side attractions which always go with these enterprises, such as the fortune telling booth where one can hear all about the fortune and misfortunes of his past, present and future; the beauty parlor, with its newly devised methods of becoming beautiful almost in a day, the ideal country store, the swimming match, the fish pond, the dancing girl and various others.There will also be a number of free attractions in the main lobby, but not all of these have yet been definitely arranged by the committees. For men and any others who enjoy this kind of sport, a boxing match between two evenly matched contestants will be put on each evening, and numerous carnival booths will conceal mysteries which can be ferreted out only by personal investigation. The Auxiliary ladies will make ample provision for the inner wants of the circus goers, by erecting several lunch counters where everything from a stick of chewing gum to a good square meal can be purchased. The popular saying, "Having music while you eat" will be carried into effect, for the Luverne concert band will be on hand both days to add to the general good time. A general admission price of 25 cents will be charged for the indoor circus, and the money will be given for the promotion of a very worthy cause. Much of the proceeds will be donated to the Disabled Veterans’ hospitals, for the care of the inmates and the maintenance of the institutions." Letters from the Farm

When it comes to smiling, some of us should be living in Canada. While teaching a creative writing class to elementary students earlier this year, I mentioned the decline of laughter and smiling among people as they grow older. According to a study done several years ago, I told them, four-year-olds in this country laugh and smile as many as 400 times a day. By comparison, adults in the study laughed and smiled an average of 16-17 times a day. An excited "Oh, oh, oh!" suddenly exploded in the room and one boy’s hand shot into the air. All heads in the room turned in unison to hear what he had to say. "My dad never smiles!" he blurted out. "He doesn’t even smile when his picture’s being taken." In support of his outburst, a few other students volunteered that their own parents only smiled three, five or perhaps 10 times a day. It’s apparent the boy’s father and others like him would appreciate the latest news from the Canadian Passport Office. Effective immediately, Canadians applying for passports must submit photos showing their "neutral expressions." In other words, they cannot smile, frown, glare or grimace for the cameras. It all has to do with the war on terrorism. If we smile the terrorists have won, or something like that. That’s a tall order for most of us, who are conditioned the minute we’re born to smile whenever there’s a camera in the room. Screaming babies, politicians in heated debates, people from all walks of life flash their pearly whites, or the spaces where pearly whites should be or used to be, whenever they see a camera. We also smile automatically when we hear the magic words, "Say cheese!" Those two words are the photographic equivalents of Ali Baba’s "Open sesame!" in "The Arabian Nights." We smile at cameras for most of the stepping stones of life – – birthday parties, holidays, graduations and weddings. Well, most of us do at weddings, but that’s another column. Of course, there are always exceptions and there are times when we never smile for cameras. A prime example would be the mug shots taken at police stations when felons and other troublemakers, who probably never sat through a creative writing class, are booked. Models never seem to smile in the "before" photos in before-and-after ads, which promote products and services for weight loss, varicose vein removal or teeth whitening. Their scowls serve to demonstrate how miserably unhappy they were before the changes were made. Depending upon the circumstances, we may or may not smile for driver license photos. It’s difficult to smile whole-heartedly when you’ve just blatantly lied about your real hair color and weight to someone who looks quite official. There are photos of people not smiling but also unaware that their photos were being taken. This would include subjects shown in video still-shots of convenience store robberies or grainy photos of couples taken through half-drawn window curtains by seedy-looking, private investigators. (I once saw that in a movie.) As a result of the new Canadian Passport Office "neutral look" requirement, our neighbors to the North will no longer look happy and well-adjusted in their passport photos.

meets Aug. 25

Hills-Beaver Creek Dist. 671Minutes8-25-03The Hills-Beaver Creek School Board met at 6:30 pm at the elementary school in Beaver Creek for a walk through of the building and then met in the library in Hills at 7:30 pm for its regular semi-monthly meeting. Members present were DeBoer, Larson, Esselink, Baker, Leuthold, Boeve, and Harnack. Superintendent Deragisch was also in attendance. The meeting was called to order by Vice-Chairman Esselink.Visitors to the meeting were Todd Holthaus, elementary principal, and Jolene Farley of The Crescent. Patriot Pride: Former H-BC student Jim Bush was featured in The Star Tribune. Thank you to the custodians for a job well done with the buildingsThe minutes of the last meeting stand approved as sent. Motion by DeBoer, second by Larson, and carried to hire Mary Siegfried for a long-term sub for the fifth grade.Motion by Leuthold, second by Larson, and carried to hire John Oksness for high school science for a maternity leave.
