Notice is hereby given per Minnesota Statutes 116.07, subd. 7(a), that Barry Bork will be applying to Rock County and the Minnesota Pollution Control Agency for a permit to expand a feedlot of 500 animal units (AU) or more.  
The proposed expansion will be in the SE 1/4 of Section 2 of Martin Township, T101N, R47W, of Rock County, Minnesota. The feedlot currently has 816 head of swine over 300lbs, 300 head of swine under 55lbs and 70 head of sheep housed in three existing total confinement barns for a total of 348.4 AU. The proposed expansion will consist of the following:
-Constructing a total confinement barn with an under-floor concrete pit housing 
2400 head of finishing swine
-Eliminating a total confinement barn that housed 250 head of swine over 300lbs. 
-Eliminating a total confinement barn that housed 146 head of swine over 300lbs.
-Eliminating the north half of an existing total confinement and modifying the 
existing stocking density of the south half of the confinement barn to 100 head 
of sheep and 200 head of chickens. The south half of the barn will utilize a flush 
pit system that drains to a 70’ diameter outdoor concrete pit.
-Eliminating two existing 50’ diameter outdoor concrete pits.  
All the liquid manure will be stored in under-floor concrete pits and 70’ diameter outdoor concrete pit.  After the expansion the feedlot will consist of 2400 head of finishing swine, 100 head of sheep and 200 head of chickens for a total of 731 animal units.  The feedlot will be owned by Barry Bork.
This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law.

Cardinals drop four tennis matches

The Cardinals boys’ tennis team began section tournament play Monday night in Benson following three losses on the road over the past week.
LHS dropped games to Fairmont 7-0 on May 16 and Benson 7-0 and Dawson Boyd 6-1 on May 18 before returning Monday, May 22, to Benson where they lost to the No. 1-seeded team 7-0 in Section Quarterfinal play.
Next up is the Individual Section 3A Tournament Thursday, May 30, in Redwood Falls. 
 
Fairmont 7, LHS 0
The Luverne tennis team fell to Fairmont 7-0 at home on May 16 in several close matches. 
“Against Fairmont, Parker Carbonneau’s match was the one to watch,” head coach Nathan Rud said. 
“It was a very close match with lots of excellent shots by both players. Unfortunately Parker came up just a bit short with a strong showing.”
In singles play, senior Ethan Nath fell 6-2, 6-3 to Jack Hagen, the No. 1 singles player in the Big South Conference.
Parker Carbonneau lost to Dominic Lund-May 6-3, 6-4 and senior Ross Bergman lost 6-1, 6-2 to Noah Vetter.
Luverne gave up one match to Fairmont by forfeit from lack of athletes able to play.
In doubles, freshman Zander Carbonneau and sophomore Kaleb Hemme fell 6-2, 6-0 to Carter Quist and Olivia Ortega.
Freshmen Austin Sandbulte and Elijah Henrichs were defeated 6-0, 6-1 by Wylee Frederiksen and Anthony Stegge.
LHS gave up one doubles match by forfeit due to lack of available players.
 
Benson 7, LHS 0
The Cardinals tennis team lost on the road 7-0 to Benson May 18 in hard-fought matches.
“Luverne played very well against Benson, a fine tennis team,” Rud said.
“Both doubles teams played particularly well. The matches were much closer than the team score reflected.”
In singles play, Nath was defeated 6-3, 6-1 by Hunter LeClair, Parker Cardonneau lost 6-1, 6-1 to Blake Brehmer, senior Ross Bergman lost 6-1, 6-1 to Max Young and LHS gave up one match by forfeit.
In doubles play, Zander Carbonneau and Hemme played close games, falling 6-3, 6-3 to Isaac Carlson and Harold Habben, and Sandbulte and Henrichs were defeated by Jonathan Ilstrup and Brandon Sondag.
LHS gave up one doubles match due to forfeit.
 
Dawson-Boyd 6, LHS 1
The Cardinals took on Dawson-Boyd on the road May 18, losing 6-1.
“Against Dawson-Boyd Ethan Nath and Parker Carbonneau played phenomenally in singles with Nath winning and Carbonneau losing a close tiebreaker,” Rud said. 
In singles play, Nath defeated Jackson Buer 7-5, 6-4.
Parker Cardonneau fell to Gavin Stulz 7-5 in match one, beat Stulz 6-3 in match two and fell 10-8 in the third match.
Bergman lost 6-4, 6-1 to Matthew Martinson, and LHS forfeited one match.
In doubles play, Zander Carbonneau and Hemme fell 6-3, 6-3 to Gunner Olson and Luke Stock.
Austin Sandbulte and Elijah Henrichs lost 6-1, 6-1 to Brody Bothun and Mitchell Myers.
LHS also gave up one doubles match by forfeit.
 
Benson 7, LHS 0
In section quarterfinal play, No. 8-seed Luverne traveled to play No. 1-seed Benson and lost 7-0, giving up one singles and one doubles match by forfeit May 22.
“Today’s match went about as expected for an 8-seed  team playing a 1-seed team, as we were beaten convincingly in three matches and forfeited two,” Rud said.  
“However, we were very competitive in our first and second singles matches.”
He praised Nath and Parker Carbonneau for continuing to play “inspired” tennis. 
“Ethan came very close to winning the first set against the No. 1 undefeated singles player in Section 3A,” Rud said.
In singles play, Nath lost to Hunter LeClair 6-4, 6-2.
Parker Carbonneau fell to  Blake Brehmer 6-3, 6-2.
Bergman lost to Max Young 6-0, 6-0 and Luverne forfeited one singles match to Benson.
In doubles play, Hemme and Zander Carbonneau lost to Harold Habben and Isaac Carlson 6-0, 6-2.
Elijah Henrichs and Austin Sandbulte lost to Logan Schauer and Jonathan Listrup 6-0, 6-0, and Luverne forfeited one doubles match.

Redbirds beat two tough teams

The Luverne Redbirds collected two wins over the past week, beating Jackson at home 10-2 on May 17 and holding back Gopher League Milroy Irish with a 4-1 win on the road May 21.
Luverne will take on the Pipestone A’s on the road Wednesday, May 24, and will host Ruthton Wednesday, May 31.

The Redbirds clipped the Jackson Bulls 10-2 May 17 at Redbird Field.
The Redbirds and the Bulls started off the game scoreless in the first three innings and traded runs in the fourth.
Luverne added one run each in the fifth and sixth innings to take a 3-1 lead.
In the seventh inning the Birds took flight, scoring five runs. Casey Sehr and Nick  Smith both scored on wild patches, Phil Paquette crossed home on a Serie single, Skyler Wenninger  scored on a Cade Wenninger fly ball to center, and Serie scored on a Derek Lundgren single.
The Redbirds added two more runs in the eighth inning to cap off a 10-2 victory.
Ben Serie led the Redbirds with three runs on three hits, covering a total of four bases.
Serie started on the mound for the Redbirds, surrendering one run on three hits, striking out eight over six innings.
Jake Haugen came in to relieve Serie in the seventh inning, allowing one run on one hit, striking out three batters.

The Redbirds racked up 12 hits in the game with four team RBIs.
In the third inning, Smith finally scored for Luverne on a Paquette single, closing the inning with the Redbirds up 1-0.
In the fourth inning, the Birds added three runs to go up 4-1 over the Irish.
Sehr tripled on a line drive to center scoring S Wenninger and C Wenninger.
Beyer singled to right bringing in Sehr from third base.
Sehr led the Luverne offense with three hits and three RBIs while scoring one run.
Smith took the mound for the Redbirds, allowing seven hits and one run over seven innings, striking out 14 batters.
Fowler came in as the reliever, pitching two innings, allowing three hits and no runs, and striking out two batters.

The Luverne High School girls’ track and field team placed first and the boys’ team placed fifth in the Minnesota Class A True Team State Meet in Stillwater Saturday, May 20.
Head coach Pete Janiszeski said he was pleased with Saturday’s results. 
“Luverne had the best combined finish of all schools that qualified both boys’ and girls’ teams,” he said.
Luverne had four first-place individual finishers, 41 Top 10 finishers, 20 personal records and six season bests at the meet.
The Hart twins dominated the shotput and discus with Jocelyn first in the shot at 41-01.75 (Jadyn was second with 39-09) and Jadyn first in discus with 123-10 (Jocelyn was second with 120-02).
Jenna DeBates captured first place in the 1600 meters with a time of 5:13.89
Elizabeth Wagner placed first in the high jump event with a leap of five feet.
Sarah Stegenga was second in the long jump at 16-01.5, and the Cardinal girls’ mile relay was second with a time of 4:16.78. Relay runners were Tiana Lais, Stegenga, Reinha John and Elizabeth Wagner
Luverne boys’ top performances came from the second-place-winning 4-by-800-meter relay team of Carsen Tofteland, Dylan Ommen, Sage Viessman, and Owen Janiszeski with a time of 8:44.66.
Lucky Dara was second in the 400 and Camden Janiszeski was second in the 3,200 meters.
“We are extremely proud of the kids for their tremendous effort and performances at the meet,” Janiszeski said.
“Everyone competed hard and did their very best to score points for their team, which is all you ever ask for as a coach.”
Combined scores for girls’ teams are as follows: 
Luverne first with 551, Grand Meadow, Leroy-Ostrander, Kingsland, Southland second with 510, Chatfield third with 473.5, Minnewaska Area fourth with 459.5, West Marshall fifth with 425, Lanesboro-Fillmore Central-Mabel Canton sixth with 415.5, Pierz seventh with 406, Holdingford eighth with 403, Paynesville ninth with 394, Jackson County Central tenth with 379.5, Barnesville 11th with 371.5 and Howard Lake-Waverly 12th with 344.5
Combined scores for boys’ teams are as follows: 
Howard Lake-Waverly first with 561, Sauk Center second with 539, Maple River third with 518.5, St. Charles fourth with 500.5, Luverne fifth with 470.5, GMLOKS sixth with 430.5, L-FC-MC seventh with 421, Montevideo eighth with 392.5, Pierz ninth with 384, Holdingford tenth with 351, Pelican Rapids 11th with 328.5 and Fertile-Beltrami 12th with 238.
Janiszeski relayed a special message to the team before Saturday’s competition. 
“Don’t worry about what the stopwatch says; don’t worry about what the tape measure says; don’t worry about the scores,” he said.
“Just worry about competing the whole time and being your best for that day, and they did just that.”
The LHS track teams are scheduled to travel to Pipestone for Section 3A Sub-Sections Thursday, May 25.

The Hills-Beaver Creek School Board met for its semi-monthly meeting at 8:00 p.m. in the H-BC Secondary School Board room, 301 N Summit Ave, Hills, MN.
Board members and Administration present were Gehrke, Harnack, Helgeson,
Rauk, Rozeboom and Uittenbogaard. Superintendent Holthaus, Principal Kellenberger
and Business Manager Rozeboom were also in attendance. Board member
Bosch was absent.
Motion by Harnack, second by Rozeboom, and carried to approve the agenda.

Sealed proposals will be received by the City Council of Luverne, Rock County, Minnesota at the Luverne City Offices, 305 East Luverne Street, P.O. Box 659, Luverne, Minnesota 56156 on Tuesday, the 6th of June, 2023, at 11:00 A.M. for the Sybesma Subdivision Connection to the Luverne Loop, Luverne, Minnesota, at which time the proposals shall be publicly opened and read aloud by the City Administrator and Engineer.

AN ORDINANCE AMENDING LUVERNE CITY CODE CHAPTER 111: 
ALCOHOLIC BEVERAGES, AMENDING SECTION 111.060, SUBDIVISION D LIQUOR LICENSE REQUIRED
THE CITY OF LUVERNE DOES HEREBY ORDAIN:
SECTION 1. That City Code Chapter 111, Alcoholic Beverages, amending section 111.060, subd. D Liquor License Required, is hereby amended to read as follows:
§ 111.060 LIQUOR LICENSE REQUIRED.
(D) On-sale wine license and an on-sale malt liquor license to a person who is the owner of a summer collegiate league baseball team or baseball team competing in a league established by the Minnesota Baseball Association, or to a person holding a concessions or management contract with the owner, for beverage sales at a ballpark or stadium located within the municipality for the purposes of summer collegiate league baseball games, town ball games, and any other events at the ballpark or stadium, notwithstanding any law, local ordinance, or charter provision. A license issued under this paragraph authorizes sales on all days of the week to persons attending
baseball games and any other events at the ballpark or stadium.

SEC. 2.  This ordinance takes full force and effect seven (7) days after its publication.

National Guard Luverne Readiness Center on track to open in August

Construction of the Minnesota National Guard Luverne Readiness Center has progressed as scheduled since the December 2021 groundbreaking.
For the first four months of 2023, however, construction slowed, according to project manager Kelly Sandborg with Brennan Companies of Mankato.
“The winter was horrible with all the storm events,” he said last week. “Wind, snow — winter didn’t want to give up.”
Despite the weather delays, construction of the nearly 47,000-square-foot readiness center is on track for an August finish.
Sandborg said the weather primarily delayed work on the landscape, which will resume soon.
The $17.5 million building on West Koehn Avenue near I-90 will be the new home of the Alpha Battery, 125th Field Artillery Regiment this fall.
The facility features an assembly hall, work bays, storage areas, classrooms, administrative offices, fitness center, kitchen and locker rooms.
“This project is a unique one with the KAHR Foundation,” said project manager Justin Skogland with the Minnesota Department of Military Affairs. “It (the $6.2 million KAHR contribution) increased the footprint of the assembly hall or drill floor.”
When not in use by the guardsmen, portions of the readiness center will be available for community use, a role that has been limited in the current armory on Freeman Avenue in Luverne.
At 10,716 square feet, the assembly or drill hall is a third larger than those included in the traditional armory floor plan.
The hall will be striped for three basketball courts and two volleyball courts. Permanent pickleball courts will not be included.
The Luverne readiness center is the first of its kind to be built with federal, state and private funds.
