The meeting was called to order by the Chair with all Commissioners present; also in attendance were Administrator Kyle Oldre, County Attorney Jeff 
Haubrich and Star-Herald Reporter and Mavis Fodness.
The Pledge of Allegiance was recited by those in attendance.
Motion by Burger, seconded by Reisch, to approve the July 06, 2021 County 
Board agenda, declared carried on a voice vote.
Motion by Overgaard, seconded by Thompson, to approve the minutes of the June 22, 2021 County Board meeting and the June 22, 2021 Board of Appeal 
and Equalization meeting, declared carried on a voice vote.
Motion by Overgaard, seconded by Williamson, to approve the consent agenda,
declared carried on a voice vote.
1. Resolution No. 17-21, Lincoln-Pipestone Rural Water Board appointments
of Joseph Weber, Rod Spronk, Jerry Lonneman
Senator Bill Weber and Representative Joe Schomacker reviewed the 2021 regular and special legislative session providing highlights of items that could potentially impact the county;  the County Board thanked them for the attendance and update.
Evan Verbrugge, Sheriff, reviewed with the County Board the potential for a school resource officer, he informed the board that the City of Luverne and the Luverne public school have already taken action to share the cost of the officer and that he would be meeting with the Hills Beaver Creek school district to discuss sharing the costs as well. The County Board took no action but will await the outcome of the meeting with Hills Beaver Creek school district.
Ashley Kurtz, Auditor/Treasurer, presented the claims and per diems of $1,100.00; motion by Overgaard, seconded by Reisch, to approve the claims and per diems, declared carried on a voice vote. A complete listing of the claims is available at the Auditor/Treasurer’s office.

The County Board was in receipt of the Fund Balance report; motion by Overgaard, seconded by Thompson, to approve, declared carried on a voice vote.
The Auditor/Treasurer and Administrator reviewed the 5-year Capital Improvement Plan and requested a date be set for the public hearing to present it to the public. Motion by Thompson, seconded by Overgaard to adopt Resolution No. 19-21, Calling For a Public Hearing on August 3, 2021, @ 9:00 a.m. for the 5-Year Capital Improve Plan and Authorizing the Issuance 
and Sale of General Obligation CIP Bonds, declared carried on a voice vote.
The County Board was in receipt of a resignation letter from Tom Houselog, Land Records Office Director; Motion by Burger, seconded by Reisch to accept the retirement letter and to pass their collective thanks to Mr. Houselog for a great job serving the residents of Rock County for the past 21 years, declared carried on a voice vote. 
Motion by Reisch,  seconded by Thompson to post the position of Land Records Director in house with the understanding if there are not any qualified candidate(s), the county will reopen the position for an external posting, declared carried on a voice vote.
The Administrator requested approval to move forward with a Record of Codification all county ordinances; the County Attorney’s office is also in support of the project.  Motion by Thompson, seconded by Reisch to contract with American Legal Publishing for codification services for a cost of $8,300.00, declared carried on a voice vote.
The County Board was informed that the county continues to await guidance on the potential expenditure of the American Rescue Plan funds; no action was taken.
The Administrator informed the County Board that Generations (previously Luverne Senior Citizens organization) has closed on the purchase of the Prairie Events Center property and as a result, the county will be reviewing space requirements for A.C.E. to see if we can lease space with Generations for A.C.E.; no action was taken.
The County Board was in receipt of a Condition Use Permit (CUP) from NextEra Energy/Walleye Wind for a temporary lay down yard located in the SW 1/4 of Section 17 of Beaver Creek Township.  A Public Hearing was held on June 21st with no opposition. On a recommendation from the Planning & Zoning Board, motion by Burger, seconded by Overgaard, to approve, declared carried on a voice vote.

•Building Issues/roof leaking at Human Services and Law Enforcement

•Emergency Ag Board meeting and monitoring the drought conditions
•Participated in webinar regarding the American Rescue Plan
•Development of Law Enforcement and Assessment contracts
•Researching details regarding SBA Program for Opportunity Zones
Commissioner Reisch stated that he had attended the following meetings:  Budget, American Recovery Fund Advisory and County Board of Appeals and Equalization.
Commissioner Thompson stated that she had attended the following meetings: 
A. C. E. and County Board of Appeals and Equalization.
Commissioner Overgaard stated that he had attended the following meetings:
Purdue Digital Assessment and County Board of Appeals and Equalization.
Commissioner Burger stated that he had attended the following meetings: 
Caring Hands Nursing Partnership and Budget Committee.
Commissioner Williamson stated that he had attended the following
meetings: County Board of Appeals and Equalization.
With no further business to come before the County Board, the meeting
was declared adjourned by order of the Chair.
