The meeting was called to order by Chair Thompson with Commissioners Overgaard, Williamson, Burger and Reisch present.   Also in attendance were County Attorney Jeff Haubrich and Deputy Administrator Susan Skattum and Mavis Fodness.
The Pledge of Allegiance was recited by those in attendance.
Motion by Burger, seconded by Reisch, to approve the February 21, 2023,
County Board agenda, declared carried on a voice vote.
Motion by Overgaard, seconded by Reisch, to approve the February 07, 2023,
County Board minutes, declared carried on a voice vote.
Mark Sehr, Engineer, discussed the bid results for SAP 067-597-005, a rehabilitation for Bridge L4646 on Spring Brook Road in the City of Beaver Creek; one bid was received from Praham Construction, Inc for $367,873.04. Due to the higher bid price, the Engineer consulted with MnDOT due to the financial assistance on the project and MnDOT agreed to fund the additional costs for the project.  On a recommendation by the Engineer, motion by Reisch, seconded by Burger, to accept the bid from Prahm Construction for $367,763.04, declared carried on a voice vote.
Motion by Reisch, seconded by Overgaard, to approve Resolution No. 04-23, MnDOT Grant Agreement #1050778 for SAP 067-597-005, a bridge
rehabilitation of Bridge L4646, declared carried on a voice vote.
The Administrator led a discussion regarding water access to the Rock River (Informational 4.5), the County Board and Engineer reviewed the potential access on County Road 8 by Ruddy’s Bridge. The three acre parcel will potentially be donated and DNR would pay for development and maintenance of the water access; after project completion, the DNR will transfer the property to the county. After discussion, it was the consensus of the County Board to move forward with the project and will take formal action when the land acquisition from the DNR takes place.
Eric Hartman, Land Management Office Director, requested approval of a letter of support for the Nobles County Certificate of Need to continue Rock County’s MSW disposal needs. Motion by Overgaard, seconded by Reisch to approve the letter of support, declared carried on a voice vote.
The County Board was in receipt of the claims; motion Burger, seconded by Reisch, to approve, declared carried on a voice vote.  A complete listing of the claims is available upon request at the Auditor/Treasurer's office.

The County Board was in receipt of the Fund Balance report; motion by Overgaard, seconded by Thompson, to approve, declared carried on a voice vote.
Motion by Burger, seconded by Reisch to re-place the following lost
warrants, declared carried on a voice vote.
1. #10212, payable to Gopher State One Call for the amount of $586.85
2. #10215 payable to Luverne ACE Hardware for the amount of $176.06
The County Board was in receipt of a thank you letter from the City of Luverne Mayor Baustian, thanking Rock County for their contribution and
pledge for the proposed Daycare project in the City of Luverne.
The Administrator led a discussion regarding Legislative updates: 
•The County Board was in receipt of a proposed new CPA distribution formula; 
Rock County’s CPA would potentially increase by 57.2% or
$320,001 of additional dollars
•The Rural Water bonding request is moving forward; Martin 
Township request for road improvement funding is not likely to pass
•Paid Family Leave tax of .7% is likely to pass, currently it is uncertain 
if this new payroll tax can be split between the employer and the employee
•Clean Energy legislation has passed
•Juneteenth has been approved as a state holiday, effective 2024.
The Administrator discussed potential hazards with the upcoming
winter blizzard; no action was taken.
The Administrator also stated that mediation is scheduled this week
for the Sergeants Union Contract.
Commissioner Reisch stated that he attended the following

Commissioner Williamson stated that he attended the following
meetings/events: Rural Water
Commissioner Overgaard stated that he attended the following meetings/events:
Community Transit, Vienna Township, Battle Plain Township.
Commissioner Burger stated that he attended the following meetings/events:  n/a
Commissioner Thompson stated that she attended the following
meetings/events: Plum Creek Library. 
With no further business to come before the County Board, the
meeting was declared adjourned.
