Do you need a vacation?

“My soul finds rest in God alone. My salvation is from him.”  (Psalm 62:1)
 
In the 1970s the Florida Department of Tourism ran a series of TV commercials that tried to convince people to make the “Sunshine State” a vacation destination. The commercials depicted people in various everyday scenes of hectic life — work piling up, kids arguing in the back seat of the car, a taxi not stopping for a rain-soaked couple — and the statement, “I need it bad,” to express the frazzled person’s desire to get away from it all.
Vacations have not always been a part of our culture. Even within the past couple of centuries, vacations were something that only the wealthy could take. In the U.S. vacations became more and more popular with the increase of car ownership. Nowadays everyone expects to be able to take a vacation, and many jobs provide paid time off for their employees.
Perhaps you’re still planning on getting your family vacation in before school starts up soon. Last month my family and I were blessed to be able to enjoy some relaxing time away exploring the North Shore along Lake Superior. It was great, and refreshing! Maybe you’ve already had your time away this summer and are now looking forward to your next trip. Vacations are a great time to leave behind all the regular cares and concerns of life, relaxing someplace away from home so that you can “recharge your batteries.” 
What if you could take a vacation every week? That would be crazy, right? Not at all. When you come to church, that’s a time for you to relax and recharge for the week ahead. At each worship service, God comes to you in his Word and takes away all that has been weighing you down – all your sins, worries, and cares.
God’s Son, Jesus Christ, came to this world for that very purpose: to give us true peace and rest. Jesus lived a perfect life for us. Then he took all of our sins and failures on himself and died on the cross for us. Thankfully, as he promised, three days later he rose victorious from the grave! His work of salvation was complete; we now have peace with God. By believing in our Savior Jesus, our sins are gone and we are forgiven. We do have true rest!
In that old commercial for Florida tourism, the featured line was, “When you need it bad, we’ve got it good.” How true that is about coming to God’s House. We all need it bad, and Jesus gives us everything that is good, very good. He blesses us, forgives us, and encourages us as we hear his Word and enjoy his Sacraments.

1. Authorization to bid let 2021 Box Culvert projects – SAP 067-599-184,

Dan Larson, Director Rural Counties Caucus and Luke Johnson, Pipestone County Commissioner and Chair Rural Counties Caucus, presented an overview of the mission and current work of MN Rural Counties Caucus. Following the presentation they asked Rock County to join and informed the Rock County Board that the dues to belong are $2,100 annually. The Rock County Board thanked them for the presentation and referred the request to the budget committee. Commissioner Johnson also spoke about supporting the MN Highway 23 Coalition, no action was taken at this time.  
Arlyn Gerhke, Land Management Office Engineer Technician presented a request to participate in the regional LIDAR (Light Detection and Ranging) project. LIDAR is a tool used for enhanced survey work. The cost to Rock County to participate is $16,200. Motion by Reisch, seconded by Overgaard to authorize the expenditure and have the payment taken from Water Plan budget, declared carried on a voice vote.
Ryan Holtz, Rock County Rural Water System Director presented an agreement between RCRW and Lincoln-Pipestone Rural Water to sell water back and forth between the entities on an emergency and as needed basis.  Motion by Burger, seconded by Overgaard to approve the agreement pending review of the Rock County Attorney, declared carried on a voice vote.
Holtz informed the County Board that RCRW has been awarded a grant to work with the State MPCA and Federal EPA to protect aquifers from surface contaminants using vegetative filtration of sensitive areas. The grant would authorize RCRW to offer compensation to landowners to take the cropland out of regular production, but could still do limited small grain production on the property. The board thanked Holtz for his work on the project.
Holtz requested authorization to attend the National Rural Water Conference
in Milwaukee, WI on September 13-16, 2021; motion by Reisch, seconded
by Overgaard to authorize Holtz to attend the National Rural Water Conference,
declared carried on a voice vote.

The County Board was in receipt of the Fund Balance report; motion by Burger, seconded by Thompson, to approve, declared carried on a voice vote.
The County Board received a request to consider accepting
credit cards for payment for county services. After discussion the board
determined to not accept credit cards for payment.
Administrator provided updates on a number of topics to include: Building HVAC Systems as part of the CIP, Workforce Center updates and job solicitations, advertising for Land Records Director, budget development, employee benefit meetings, contract work for law enforcement and assessment contracts.
The Administrator led a discussion regarding the renewal of the Law Enforcement contract with the City of Luverne stating that both sub-committees have agreed to a tentative contract to present to their respective board/council.  Motion by Burger, seconded by Reisch, to approve a 5-year law enforcement contract with the City of Luverne, effective January 01, 2022, declared carried on a voice vote. Commissioners Burger and Reisch expressed their gratitude in working through the contractual process with the City of Luverne leadership.
The County Board was informed that a re-zoning request in Section 30 of Vienna Township has withdrawn their application; presented as information.
The Administrator informed the County Board that the state has received the bids for the National Guard Armory to be built in Luverne and are curr
ently reviewing the bids and will make an announcement in the near future.
The County Board was informed that Rural Water’s grant request to Congressional Directed Spending for water tower project in Springwater Township has advanced to the next round in the federal process for consideration; presented as information.
The Administrator requested approval to contract with Integrity Employee Benefits, LLC for Agent of Record designation for Rock County’s ancillary benefits; motion by Burger, seconded by Thompson, to approve, declared carried on a voice vote.
Motion by Reisch, seconded by Overgaard, to contract with Gallegar Benefit Services, Inc in developing an Request for Proposal (RFP)
for group health insurance, declared carried on a voice vote.
The County Board scheduled a meeting date of August 17th at 5:30 P.M. inviting the mayors of small city municipalities to discuss law enforcement contract, assessment contract and the utilization of America Recovery Plan Funding.

Evan Verbrugge, Sheriff, reviewed with the County Board the potential for a school resource officer, he informed the board that the City of Luverne and the Luverne public school have already taken action to share the cost of the officer and that he would be meeting with the Hills Beaver Creek school district to discuss sharing the costs as well. The County Board took no action but will await the outcome of the meeting with Hills Beaver Creek school district.

The County Board was in receipt of a resignation letter from Tom Houselog, Land Records Office Director; Motion by Burger, seconded by Reisch to accept the retirement letter and to pass their collective thanks to Mr. Houselog for a great job serving the residents of Rock County for the past 21 years, declared carried on a voice vote. 
Motion by Reisch,  seconded by Thompson to post the position of Land Records Director in house with the understanding if there are not any qualified candidate(s), the county will reopen the position for an external posting, declared carried on a voice vote.
The Administrator requested approval to move forward with a Record of Codification all county ordinances; the County Attorney’s office is also in support of the project.  Motion by Thompson, seconded by Reisch to contract with American Legal Publishing for codification services for a cost of $8,300.00, declared carried on a voice vote.
The County Board was informed that the county continues to await guidance on the potential expenditure of the American Rescue Plan funds; no action was taken.
The Administrator informed the County Board that Generations (previously Luverne Senior Citizens organization) has closed on the purchase of the Prairie Events Center property and as a result, the county will be reviewing space requirements for A.C.E. to see if we can lease space with Generations for A.C.E.; no action was taken.
The County Board was in receipt of a Condition Use Permit (CUP) from NextEra Energy/Walleye Wind for a temporary lay down yard located in the SW 1/4 of Section 17 of Beaver Creek Township.  A Public Hearing was held on June 21st with no opposition. On a recommendation from the Planning & Zoning Board, motion by Burger, seconded by Overgaard, to approve, declared carried on a voice vote.

and conducted a Swearing In Ceremony. The County Board welcomed
Deputy Stearns to the Rock County Sheriff’s Office.
The Sheriff presented a Memorandum of Understanding (MOU) with F-M Ambulance for a CAD interface between F-M Ambulance and the Rock County Sheriff’s Office which will result in reimbursable fees for services, goods, and materials to the Sheriff’s office; motion by Thompson, seconded by Overgaard, to approve the MOU with F-M Ambulance, declared carried on a voice vote.

By order of the Chair, a Public Hearing was called to order at 6:15 P.M.
for the purpose of hearing public comment for the following:
• Rock Home Initiative (RHI) tax abatement for Tom and Heidi Freese for new construction located on Lots 1 & of Block 1 in the Spring Brook Addition in the City of Beaver; abatement request is estimated at $732.23/year for a period of 5-years. 
• Tax Abatement for Trudy Vandenburg dba Manley Tire for a mechanic shop building expansion in SW Corner of Lot north and east of Highway less .06 a CSAH #17 in Section 36, Township 102 Range 47; the estimated abatement is $923.54/year for a period of 10-years for a total abatement of $9,236.00.
There was no public attendance or comment received for the Public Hearing, therefore the hearing was closed at 6:17 P.M. by order of the Chair.

George Bonnema, Generations President, presented a project update stating that the Generations organization has agreed to purchase the Grand Prairie Event Center for their new location instead of new construction. They currently own the property purchased from Terry Thone and have a tenant, and 
as to date, they have several interested in purchasing their existing building.
Mark Sehr, Engineer, presented an update regarding the authorized purchase of a 2021 Ram 2500 Crew Cab Truck with galvanized framework and liftgate stating that they are no longer able to order this truck due to product availability. The Engineer requested to be allowed to purchase a 2022 Ford 250 FTX 4x4 crew cab for $39,700.17 from the state bid. Motion by Reisch, seconded by Overgaard to rescind action from the February 2, 2021, for the purchase of the 2021 Ram 2500 Crew Cab truck and authorize the purchase of a 2022 
Ford 250 4x4 crew cab from the state bid, declared carried on a voice vote.

Calla Jarvie, Community Library Director introduced April Prohl, a Master’s student at Emporia State University College. Jarvie stated that Ms. Prohl will be 
interning at the library as part of the master’s program. 
Jarvie informed the County Board that Trivia Night at the brewery has resumed with much enthusiasm. Also, Rock County Community Library was selected out of 65 applications for a Rural Library Fellowship. The Fellowship will 
be a 3-year project with a focus on third grade reading initiatives. 
Jason Overby, Lincoln-Pipestone Rural Water (LPRW) Systems Manager and LPRW Board Member Rod Spronk presented an overview of the LPRW 2020 Audit. The audit resulted in an unmodified/clean opinion with assets totaling $96.5 million, a 1.6 percent increase with a debt reduction of .28% resulting in a net assets of $57.6 million, a 2.8 percent increase. The LPRW system hooked up 53 new rural customers with 1 new customer in Rock County; currently they are in receipt of 42 new requests for hook up to the system. Overby 
briefly discussed infrastructure needs and projects and that they continue to 
investigate Amercian Rescue Plan funding and the eligibility requirements.
Eric Hartman, Land Management Office Director, requested to approve a conditional use permit for Knife River for the placement of a temporary hot mix plant located in the SE 1/4 of Section 15 of Luverne Township; Hartman stated that a Public Hearing was held on 05/24/2021 with no opposition. Motion by Burger, seconded by Reisch, to approve the conditional use permit for Knife River with conditions identified on the permit, declared carried on a voice vote.
Hartman stated that his office is in receipt of a request to re-zone property located in Vienna Township from A-1/agriculture to R-1/residential; the property is described as follows: a 9.00 acre tract in the SW 1/4 of Section 30 in Vienna Township, parcel number 12-0174-200. Motion by Burger, seconded by Thompson, authorizing the Planning & Zoning Commission to schedule a 
Public Hearing for the re-zoning request, declared carried on a voice vote.
Mark Sehr, Engineer, requested approval of Resolution No. 15-21, a 2021 Bridge priority listing; the bridge priority listing identifies bridge projects that are eligible for MnDOT State Aide/Bridge Bonding funds and MN Vehicle Sales Tax funds. Motion by Burger, seconded by Overgaard,
to approve Resolution No. 15-21, declared carried on a voice vote.
The Administrator informed the County Board that he and the Engineer have been in discussions with Nobles County regarding contracting engineering services with Rock County on a short term basis due to recent retirements in the Nobles County Highway Department.  It was the consensus of the County Board to pursue the contract services as long as the Rock County Engineer is willing to do so.

The County Board was in receipt of the Fund Balance report which reflected partial distribution of the first half property tax collection and receipt of the first half of the federal American Rescue Plan (ARP) funds of $904,665.00 (Informational Item #7.1); motion by Burger, seconded by Williamson, to approve the Fund Balance report, declared carried on a voice vote.
The Administrator provided a Budget Committee update stating that they had met with representatives of the Jasper, Edgerton and Rock County Ambulance services to discuss the 2021 appropriation. Rock County has a total 504 sections of which Edgerton Ambulance serves 34 sections, Jasper Ambulance serves 79 and Rock County Ambulance serves 391. Current funding levels are as follows:
•Edgerton Ambulance - $500/$14.71 per section
•Jasper Ambulance - $1,300/$16.46 per section
•Rock County Ambulance - $15,000/$38.36 per section
The Budget Committee recommends that the County Board adjust the 2021 Appropriation for the Jasper, Edgerton and Rock County Ambulance services to $63.29 per section with a minimum appropriation 
of $2,500.00 and adjust the other appropriations for the following:
Edgerton Ambulance - $2,500 (an increase of $2,000)
Jasper Ambulance - $5000 (an increase of $3,700)
Rock County Ambulance - $24,746 (an increase of $9,746)
Increase Rock County Historical Society from $10,000 to $25,000
Eliminate the History Center pledge of $25,000
Add Generations building project pledge of $30,000
Eliminate Rock County VFW appropriation of $300
Motion by Reisch, seconded by Overgaard, to authorize the changes to the 2021 Appropriations listing, an increase of $36,146 and utilize Reserves to pay the difference between the budgeted amount of $77,220.00, declared carried on a voice vote.
The County Board was in receipt of (2) abatement applications: RHI abatement for new home construction for Tom and Heidi Freese and a Tax Abatement for Business expansion for Trudy Vandeburg dba Manley Tire. 
The Public Hearing is scheduled for June 22 at 6:05 P.M. and 6:10 P.M.
The Administrator presented a funding request from the Rock County Ag Society for COVID cautionary supplies totaling $41,074.00 in preparation of the county fair; the expenditures are ARP eligible expenditures. Motion by Burger, seconded by Thompson, to approve the funding request of $41,074.00 to be paid from the ARP/Corona Virus Relief funds, declared carried on a 4-0 vote with Commissioner Overgaard abstaining.
The Administrator presented an updated regarding the status of Drivers Exam Stations re-opening locally, currently, only regional stations are open.  Oldre stated that the local exam stations are scheduled to re-open after the legislative session has been completed; also stated the Public Safety will be conducting a 2-year study regarding whether or not to eliminate the local stations and move to a regional model.
The Administrator informed the County Board that there is doubt that legislators 
will wrap up the legislative session in the identified timeline.
The County Board was in receipt of the AMC District VIII meeting
notice scheduled for June 10th in Slayton.
Commissioner Reisch stated that he had attended the following meetings: City/County Liaison, Budget and City of Luverne Law Enforcement contract.
Commissioner Thompson stated that she had attended the following 
meetings: Southwest Health & Human Services and A.C.E.
Commissioner Overgaard stated that he had attended the following meetings: Solid Waste, Rural Energy, Planning & Zoning, City/County Liaison, and Purdue Study/Library.
Commissioner Burger stated that he had attended the following meetings:  Southwest Health & Human Services, Budget and City of Luverne Law Enforcement contract.
Commissioner Williamson stated that he had attended the
following meetings: One Watershed One Plan.
Commissioner Overgaard called the question regarding hosting an employee picnic; it was the consensus of the County Board to proceed 
with the event and schedule it for some time in September.
The Administrator and Deputy Administrator also presented an
update of other activities from the Administrator’s Office:
•Oldre was a presenter (for the 2nd time) at a new commissioner’s training event
•Provided a brief statement regarding potential economic
development opportunities that are in the infancy stages
•He and sub-committee have reached a tentative agreement for
law enforcement services with the City of Luverne
•Continues to research ARP guidelines for eligible projects
•Obtaining a quote from R & G for HVAC services; the current service
provider is Johnson Controls
•Skattum stated the SWWC Service Cooperative, a member of the Minnesota 
Health Care Consortium went out to bid the health insurance and Medica was 
awarded the bid, replacing Blue Cross Blue Shield.  The Administrator’s office is 
be seeking other bids for our own rating to use as a comparison to the rating from 
the service cooperative. In summary, there will be change in health 
insurance providers.

1. Authorize Luverne Country Club to conduct a raffle/MN Gaming Permit
Jim Veldkamp, representing the Jasper Community Ambulance organization and Mike Baustian, City of Jasper Mayor, presented an activity update and a funding request. Currently the organization has thirteen full time volunteer EMTs and a waiting list of three. Their service area includes portions of Rock County, Pipestone County and Minnehaha County South Dakota. They have recently purchased a new ambulance in 2021 replacing a 15-year old ambulance. Funding includes county appropriations, community fundraisers, grants, and appropriations from South Dakota townships within the Jasper Ambulance service area. Rock County’s current appropriation to the Jasper Community Ambulance is $1,300 and has been that amount since 2005; Veldkamp requested an appropriation increase for the amount of $4,836. After considerable discussion, it was determined to host a meeting with all ambulance service organizations to develop new funding/appropriation amounts.
Tom Houselog, Land Records Office Director/Assessor, led a discussion regarding property valuations and the impact; the Land Records Office assesses fifteen out of twenty taxing districts within the county. Property valuations are market driven and currently, agriculture values are going down and residential values are going up. There are seventeen taxing districts that have opted to an “open book” process to dispute their property values, the other districts utilize their local Board of Appeal and Equalization process prior to the County Board of Appeal and Equalization process. Houselog stated that the office is always appreciative of valuation inquiries and happy to review the process with any property owner.
The County Board was informed that the Assessing Contracts with city municipalities will expire 12/31/2021; the Administrator and LRO Director were directed to develop new contracts with updated rates for the new contract cycle.
Ryan Holtz, Rural Water System Manager presented a number of  
informational updates:
•Review of distribution map and system updates
•Recent Minnesota Department of Health audit resulting in no deficiencies
•Review of a study conducted by Banner to assist with future water needs; the results indicate that water needs continue to increase and that the system needs more water storage on the west and north side of the system.  
•Review of system map identifying where improvements need to be made; improvements consist of replacing pipe and (3) new water towers.
•Lewis & Clark project is nearing completion within 4-6 years
and water allotments will be absolute.
The Administrator informed the County Board of U.S. Senator Tina Smith’s announcement regarding the return of Congressionally Directed Spending (CDS) in the Fiscal Year 2022 federal appropriation process and that Senator Smith is currently accepting requests for Minnesota-based projects. Oldre stated that Highway Engineer Sehr intends to submit an application for (3) road projects and recommended that Rural Water submit an application as well. Motion by Overgaard, seconded by Thompson, to authorize Holtz to submit an application to the CDS for Rural Water System improvements, declared carried on a voice vote.  
The Administrator also stated the Rural Water System improvement project is an eligible expenditure for the federal American Rescue Plan funds.
