Cardinals win third match in three games against RV

The Cardinals went head to head with the Redwood Valley Cardinals Tuesday, Aug. 31, in Luverne and prevailed in three games, 3-0.
If there were a theme to the night’s match, it would be the No. 3 and “come back kids. The Luverne Cardinals volleyball team won their third match in three straight games, winning by three points or fewer, coming from behind in each game. 
Luverne put the first two points on the board in Game 1 but quickly fell to an eight-point deficit. 
Slowly the Cardinals inched their way up on the scoreboard with Trista Baustian setting up Christina Wagner for a kill, along with a series of Redwood Valley errors. 
Luverne tied the game when Elise Ferrell delivered a light tap with the ball touching the net but falling on Redwood's side. 
After that, it was alternating points on the scoreboard until Anja Jarchow and Ferrell delivered successive kills to put the game at 25-24.  Redwood delivered a serve that looked like it was out but landed on the edge to tie at 25. 
Needing two more points for the win, Luverne received a back row attack by Macy Stratton and a kill by Ferrell to seal Game 1 27-25.
 Redwood Valley came back in Game 2 with a seven-point lead. 
The energy shifted when Jarchow and Ferrell teamed up to block Redwood three times in a row.  The duo of Wagner and Kamryn Van Batavia went to work, each delivering a light tap over the net. Then Wagner put up a solo block, followed with another alongside Van Batavia, making the game even.
Luverne would go on to win Game 2 25-22 after four kills by Ferrell, one by Morgan Ahrendt and another by Baustian.
Needing to win Game 3 to stay alive, Redwood came out determined, eventually putting Luverne behind by six points. 
Re-energized after a time-out, Luverne fought back with a kill by Ahrendt and three kills by Baustian to put them at close range. A block by Wagner and subsequent kill by Ahrendt tied the game. 
Not giving up, Redwood continued to attack until Luverne gained the upper hand with Ahrendt and Jarchow trading a series of five kills. 
Within one point of the win, a nail-biting volley between the two teams ended with a surprise tap over the net by Baustian to secure Game 3 25-22 and the 3-0 win for Luverne.
Throughout the match defenders Carly Olson and Macy Stratton played an alert back row, helping Luverne remain undefeated.

Take God's 'moral high ground'

(Based on a book by Tim Keller titled, “Counterfeit Gods.”)
 
The three definitions of the word “moral” from Merriam Webster Dictionary are interesting:  1) concerning or relating to what is right and wrong in human behavior. 2) based on what you think is right and good. 3) considered right and good by most people; agreeing with a standard of right behavior.
Agreeing on what is “moral” is challenging. The word “morality” by the standard of these definitions is either defined by “Me” or by the “Majority.”
So if I don’t think something is right, I feel no obligation to act in that way.
If the majority of people think something is right, and I don’t, I am perceived as immoral for acting differently.
The challenge with the lack of an objective standard of morality is that morality is constantly shifting. If I can convince a majority of people something is moral, I feel empowered to shame those who don’t agree. The ones who can claim the “moral high ground” can look down on those who disagree or act differently.
However, often those on the moral high ground succumb to blindness to their moral failures. They champion the one area in which they are doing well and condemn as judgmental those who would point out a moral failure, claiming the accuser has no right to impose their standard of morality on them.
Morality will always be a confusing issue as long as it is subjective and not objective.
That is why God, in his love for mankind, codified the moral code for the world in the Ten Commandments. He outlined not just for Israel, but for all people, what morality was. He outlined in ten statements what love for God and love for people entailed.
As Christ followers this is always our standard of morality.
But let me caution you not to make morality your idol. Don’t allow the outward obedience of the law overshadow a humble heart before God’s law. Morality becomes an idol when it leads us to overlook our sins and look down on others.
Remember that while you may be doing better at one area of Christian morality than others, you aren’t comparing yourself to others; you’re comparing yourself to God. When that happens, this truth from Romans 3:22 speaks to us: “There is no difference, for all have sinned and fall short of the glory of God, and are justified freely by h is grace through the redemption that came by Christ Jesus.”
Always remember that only God can claim the moral high ground. Yet even in that position, he chose to extend grace to you. You stand right with God only because God hose to make things right with you. He covered all your immorality (sin) with the perfect morality of Jesus Christ.
Prayer: Lord, thank you for Jesus, my perfect substitute when I sin and act immorally. Lead me to pray, “Lord, have mercy on me, a sinner.” Lead me to live always in view of your mercy as a living sacrifice to you. Amen.

County settles with ACLU in lawsuit over 2018 stop and search

Rock County has agreed to a settlement of all claims asserted in a federal lawsuit against Rock County and its deputies related to the Nov. 27, 2018, stop and search of Kelli Jo Torres.  
Named in the suit are deputies Dallas Hamm and Shelley Douty, Sheriff Evan Verbrugge and Rock County.
Under the terms of the settlement, Torres along with her attorney will receive payment of $140,000. The settlement funds will be paid through the county’s coverage with the Minnesota Counties Intergovernmental Trust (MCIT).  
The County has also agreed to make minor changes to its policies, will conduct additional training on searches and audit traffic stops and arrests made by its deputies for the next two years.
In her lawsuit, Torres alleged she was subjected to an “invasive” roadside search when she as a passenger, was asked to exit the vehicle so it could be inventoried following the arrest of the driver. 
According to Rock County officials, Torres complied and a female deputy proceeded to pat her down for officer safety before intending to secure her in a squad while vehicle was inventoried. 
The county report states Torres resisted the pat down when an object, later determined to be a methamphetamine pipe, was felt through her pants protruding from between her legs.  
At her request, Torres was transported to a hospital where she removed the meth pipe from her body in an examination room in the presence of a nurse. County officials state that no roadside body cavity or strip search occurred.  
The Rock County Administrator’s Office released a statement following the ACLU’s announcement.
“While the county believes it is likely they would have prevailed at trial, this settlement allows the parties to avoid the protracted litigation involved with adjudicating federal civil rights claims, which may have taken years to resolve, and avoids the uncertainties of trial, including a potentially costly verdict with substantial attorney’s fees to Ms. Torres’ attorneys. The settlement does not assume fault by any of the named parties.”

MINUTES OF THE SCHOOL BOARD MEETING OF 
INDEPENDENT SCHOOL DISTRICT NO. 2184, 
ROCK COUNTY, LUVERNE, MINNESOTA.  
A regular meeting of the Board of Education, ISD #2184, was held in the District Office on July 22, 2021, at 7:00 p.m.
The following members were present: Katie Baustian, Jodi Bosch, Eric Hartman, Tim Jarchow, Jeff Stratton and David Wrigg. Absent: Reva Sehr. Also present: Craig Oftedahl, Marlene Mann, Jason Phelps, Becky Rahm, Caroline Thorson, Mayor Pat Baustian, Brooklyn VerSteeg, Trista Baustian, Macy Stratton, and Mavis Fodness – Rock County Star Herald.
Chairperson Eric Hartman opened the meeting with the Pledge of Allegiance.  It was noted there is an addendum to the agenda. Motion made by Baustian, second by Jarchow, to approve the agenda with addendum. Motion unanimously carried.
Mayor Baustian presented retiring Business Manager Marlene Mann a proclamation that July 31, 2021, would be celebrated as Marlene Mann day to honor her many years of service to the school district and to the community.
Administrative reports were given.  
Motion made by Bosch, second by Stratton, to approve the June 24, 2021, School Board minutes as presented. Motion unanimously carried.
Business Manager Marlene Mann presented donations for approval. Motion made by Baustian, second by Bosch, to receive the noted donations. Motion unanimously carried.
Superintendent Oftedahl gave a construction project update.  
Business Manager Marlene Mann presented the district bills. Motion made by Baustian, second by Stratton, to approve payment of the bills as presented in the amount of $1,687,036.88; payroll in the amount of $369,825.43; building project bills in the amount of $5,742.55; and student activity bills in the amount of $11,614.90.  Motion unanimously carried.
Motion made by Bosch, second by Jarchow, to receive the Student Activity Report showing the balances as of June 30, 2021. Motion unanimously carried.
Motion made by Stratton, second by Bosch, to adopt the 2021-2022 Resolution for Membership in the Minnesota State High School League. Those who voted in favor: Jarchow, Baustian, Bosch, Hartman, Stratton and Wrigg; absent: Sehr; those who voted against: none. Motion carried.

The Elementary and Middle/School High School Parent Handbooks were discussed. Member Stratton requested that the handbooks be changed to allow Luverne students to attend Luverne activities held at home for free. Discussion was held. It was questioned if a child younger than grade 6 would be required to attend with a parent. Motion made by Stratton, second by Jarchow, to table any action on the handbooks until the August meeting. Motion unanimously carried.
Motion made by Baustian, second by Stratton, to designate the following depositories: First Farmers and Merchants National Bank; Minnwest Bank of Luverne and/or Minnwest Bank Systems; Security Savings Bank; Minnesota School District Liquid Asset Fund Plus; and, Smith Barney, Inc. Motion made by Bosch, second by Stratton, to name the Rock County Star Herald as the official newspaper used by the School District to publish meeting minutes. Motion unanimously carried.
Motion made by Baustian, second by Jarchow, to designate the following school attorneys: Knutson, Flynn and Deans; Ratwick, Roszak, Maloney and Bartel
It was noted these are not local attorneys, but they do specialize in school law.Motion unanimously carried.
Motion made by Stratton, second by Jarchow, to designate Superintendent Craig Oftedahl as the School Representative to the High School League Governing Board and to designate Todd Oye as the Student Activities Representative to the High School League Governing Board. Motion unanimously carried.
Motion made by Baustian, second by Bosch, to set the school board compensation for 2021-22 as $60 for each scheduled regular Board meeting; $50 for special meetings; and $110 for meetings that last more than 6 hours. Members of the Board of Education are covered by Workers Compensation. They also receive an honorary individual activity pass. Motion unanimously carried.
Motion made by Bosch, second by Stratton, to set the contract rate for the 2021-2022 school year for private/parochial transportation at $345 per pupil. Motion unanimously carried.
Motion made by Jarchow, second by Bosch, to authorize Superintendent Craig Oftedahl to complete necessary paperwork at the Farm Service Agency as required.  Motion unanimously carried.

WHEREAS, to qualify for Long-Term Facilities Maintenance revenue, Minnesota Statutes, subdivision 4 states a school district or intermediate district must annually adopt and approve a ten-year facilities plan by July 31 for commissioner approval.
WHEREAS, the school district has developed a ten-year Long-Term Facilities Maintenance plan consistent with this law.
School Board Member Baustian moved for the resolution adoption and the motion was duly seconded by School Board Member Jarchow, and, upon vote being taken thereon, the following voted in favor of the motion: Jarchow, Baustian, Bosch, Hartman, Stratton and Wrigg; and the following voted against: none.
THEREFORE, BE IT RESOLVED THAT, the School Board of Independent School District No. 2184 approves and adopts the attached ten-year Long-Term Facilities Maintenance plan for FY 23 on the 22nd day of July, 2021.
Motion made by Bosch, second by Stratton, to grant Superintendent Craig Oftedahl the authority to serve as the identified official to authorize user access to the MDE website. Motion unanimously carried.

Motion made by Bosch, second by Jarchow, to accept the resignation of Mark Ehlers, Groundskeeper/Custodian, effective July 23, 2021. Motion unanimously carried.
Motion made by Stratton, second by Jarchow, to accept the resignation of Heather Hess as part-time Elementary cook effective July 7, 2021. Motion unanimously carried.
Motion made by Baustian, second by Bosch, to approve the hiring of Arielle Larson as long-term substitute teacher for Ann Sandager, MS English teacher, beginning approximately September 23, 2021. Motion unanimously carried.
Motion made by Stratton, second by Bosch, to approve the hiring of Tara Sudenga as HS Mathematics teacher for a salary of $41,418.00. Motion unanimously carried.
There were no committee reports. The upcoming meeting dates were reviewed.  The School Board extended a thank you to retiring Business Manager Marlene Mann for her many years of service.

MINUTES OF THE SPECIAL SCHOOL BOARD MEETING OF 
INDEPENDENT SCHOOL DISTRICT NO. 2184, 
ROCK COUNTY, LUVERNE, MINNESOTA.  
A special meeting of the Board of Education, ISD #2184, was held in the District Office August 19, 2021, at 7:00 p.m.
The following members were present: Katie Baustian, Jodi Bosch, Eric Hartman, Tim Jarchow, Reva Sehr, Jeff Stratton, and David Wrigg. Also present: Craig Oftedahl, Ryan Johnson, Becky Rahm, and Mavis Fodness – Rock County Star Herald.
Chairperson Eric Hartman called the meeting to order with the Pledge of Allegiance. Motion by Baustian, second by Sehr, to approve the agenda as presented. Motion unanimously carried.
Discussion was held regarding the suspension of gate fees for all Luverne students to attend all home school events. Motion made by Jarchow, second by Stratton, to remove gate fees for all students and to make available an adult individual season pass for $85.00. It was noted that Elementary students must be accompanied by an adult at all events. Motion unanimously carried.
Motion made by Stratton, second by Jarchow, to approve the hiring of Tyler Reisch as Business Manager effective August 30, 2021, for a salary of $83,500.00. Motion unanimously carried.
Motion made by Baustian, second by Sehr, to accept the resignation of Wes Jansen, Custodian, effective August 13, 2021. Motion unanimously carried.
Motion made by Stratton, second by Sehr, to approve the hiring of Krista Ahrendt as B-squad Volleyball coach. Motion unanimously carried.
Motion made by Jarchow, second by Stratton, to approve a request from Chris Nowatzki, Art teacher, for a medical leave of absence for 4 weeks beginning September 1, 2021. Motion unanimously carried.

The Hills-Beaver Creek School Board met for its semi-monthly meeting at 7:01 p.m. in the H-BC Secondary School Board room, 301 N Summit Ave, Hills, MN.
Chair assigned Ethan Rozeboom as Acting Clerk.
Board members and Administration present in the H-BC Secondary Board room were Fransman, Gehrke, Harnack, Knobloch and Rozeboom. Superintendent Holthaus and Business Manager Rozeboom were also in attendance. Board 
members Bosch and Rauk, and Principal Kellenberger were absent.
Motion by Harnack, second by Knobloch, and carried to approve the agenda.
