MINUTES OF THE SCHOOL BOARD MEETING OF 
INDEPENDENT SCHOOL DISTRICT NO. 2184, 
ROCK COUNTY, LUVERNE, MINNESOTA.  
A regular meeting of the Board of Education, ISD #2184, was held in the District Office on July 22, 2021, at 7:00 p.m.
The following members were present: Katie Baustian, Jodi Bosch, Eric Hartman, Tim Jarchow, Jeff Stratton and David Wrigg. Absent: Reva Sehr. Also present: Craig Oftedahl, Marlene Mann, Jason Phelps, Becky Rahm, Caroline Thorson, Mayor Pat Baustian, Brooklyn VerSteeg, Trista Baustian, Macy Stratton, and Mavis Fodness – Rock County Star Herald.
Chairperson Eric Hartman opened the meeting with the Pledge of Allegiance.  It was noted there is an addendum to the agenda. Motion made by Baustian, second by Jarchow, to approve the agenda with addendum. Motion unanimously carried.
Mayor Baustian presented retiring Business Manager Marlene Mann a proclamation that July 31, 2021, would be celebrated as Marlene Mann day to honor her many years of service to the school district and to the community.
Administrative reports were given.  
Motion made by Bosch, second by Stratton, to approve the June 24, 2021, School Board minutes as presented. Motion unanimously carried.
Business Manager Marlene Mann presented donations for approval. Motion made by Baustian, second by Bosch, to receive the noted donations. Motion unanimously carried.
Superintendent Oftedahl gave a construction project update.  
Business Manager Marlene Mann presented the district bills. Motion made by Baustian, second by Stratton, to approve payment of the bills as presented in the amount of $1,687,036.88; payroll in the amount of $369,825.43; building project bills in the amount of $5,742.55; and student activity bills in the amount of $11,614.90.  Motion unanimously carried.
Motion made by Bosch, second by Jarchow, to receive the Student Activity Report showing the balances as of June 30, 2021. Motion unanimously carried.
Motion made by Stratton, second by Bosch, to adopt the 2021-2022 Resolution for Membership in the Minnesota State High School League. Those who voted in favor: Jarchow, Baustian, Bosch, Hartman, Stratton and Wrigg; absent: Sehr; those who voted against: none. Motion carried.

Motion made by Bosch, second by Stratton, to accept the quote from Expressway – Luverne BP for fuel for the 2021-22 school year. Motion unanimously carried.

Motion made by Baustian, second by Jarchow, to accept the bid from Land-O-Lakes Prairie Farms. Motion unanimously carried.
The Elementary and Middle/School High School Parent Handbooks were discussed. Member Stratton requested that the handbooks be changed to allow Luverne students to attend Luverne activities held at home for free. Discussion was held. It was questioned if a child younger than grade 6 would be required to attend with a parent. Motion made by Stratton, second by Jarchow, to table any action on the handbooks until the August meeting. Motion unanimously carried.
Motion made by Baustian, second by Stratton, to designate the following depositories: First Farmers and Merchants National Bank; Minnwest Bank of Luverne and/or Minnwest Bank Systems; Security Savings Bank; Minnesota School District Liquid Asset Fund Plus; and, Smith Barney, Inc. Motion unanimously carried.
Motion made by Bosch, second by Stratton, to name the Rock County Star Herald as the official newspaper used by the School District to publish meeting minutes. Motion unanimously carried.
Motion made by Baustian, second by Jarchow, to designate the following school attorneys: Knutson, Flynn and Deans; Ratwick, Roszak, Maloney and Bartel
It was noted these are not local attorneys, but they do specialize in school law.Motion unanimously carried.
Motion made by Stratton, second by Jarchow, to designate Superintendent Craig Oftedahl as the School Representative to the High School League Governing Board and to designate Todd Oye as the Student Activities Representative to the High School League Governing Board. Motion unanimously carried.
Motion made by Baustian, second by Bosch, to set the school board compensation for 2021-22 as $60 for each scheduled regular Board meeting; $50 for special meetings; and $110 for meetings that last more than 6 hours. Members of the Board of Education are covered by Workers Compensation. They also receive an honorary individual activity pass. Motion unanimously carried.
Motion made by Bosch, second by Stratton, to set the contract rate for the 2021-2022 school year for private/parochial transportation at $345 per pupil. Motion unanimously carried.
Motion made by Jarchow, second by Bosch, to authorize Superintendent Craig Oftedahl to complete necessary paperwork at the Farm Service Agency as required.  Motion unanimously carried.
Business Manager Marlene Mann reviewed the FY 23 Long-Term Facilities Maintenance (LTFM) Ten-Year Revenue and Expenditure Projections.  
SCHOOL BOARD RESOLUTION
INDEPENDENT SCHOOL DISTRICT NO. 2184
ADOPTING THE SCHOOL DISTRICT’S FISCAL YEAR (FY) 23
LONG-TERM FACILITIES MANAGEMENT TEN-YEAR PLAN
WHEREAS, to qualify for Long-Term Facilities Maintenance revenue, Minnesota Statutes, subdivision 4 states a school district or intermediate district must annually adopt and approve a ten-year facilities plan by July 31 for commissioner approval.
WHEREAS, the school district has developed a ten-year Long-Term Facilities Maintenance plan consistent with this law.
School Board Member Baustian moved for the resolution adoption and the motion was duly seconded by School Board Member Jarchow, and, upon vote being taken thereon, the following voted in favor of the motion: Jarchow, Baustian, Bosch, Hartman, Stratton and Wrigg; and the following voted against: none.
THEREFORE, BE IT RESOLVED THAT, the School Board of Independent School District No. 2184 approves and adopts the attached ten-year Long-Term Facilities Maintenance plan for FY 23 on the 22nd day of July, 2021.
Motion made by Bosch, second by Stratton, to grant Superintendent Craig Oftedahl the authority to serve as the identified official to authorize user access to the MDE website. Motion unanimously carried.
Motion made by Baustian, second by Jarchow, to approve the hiring of Cassie Uithoven as English teacher for a salary of $51,630.00. Motion unanimously carried.
Motion made by Bosch, second by Jarchow, to accept the resignation of Mark Ehlers, Groundskeeper/Custodian, effective July 23, 2021. Motion unanimously carried.
Motion made by Stratton, second by Jarchow, to accept the resignation of Heather Hess as part-time Elementary cook effective July 7, 2021. Motion unanimously carried.
Motion made by Baustian, second by Bosch, to approve the hiring of Arielle Larson as long-term substitute teacher for Ann Sandager, MS English teacher, beginning approximately September 23, 2021. Motion unanimously carried.
Motion made by Stratton, second by Bosch, to approve the hiring of Tara Sudenga as HS Mathematics teacher for a salary of $41,418.00. Motion unanimously carried.
There were no committee reports. The upcoming meeting dates were reviewed.  The School Board extended a thank you to retiring Business Manager Marlene Mann for her many years of service.
