After several weather and equipment delays, a crew from Dakota Seal of Sioux Falls on May 22 applies a slurry mixture to the residential streets on the east side of Hills. The surface is a quick-setting emulsion, which acts like a leveling agent over cracks and potholes. It replaces the more typical seal-coating process.
