MINUTES OF REGULAR SCHOOL BOARD MEETING OF 
INDEPENDENT SCHOOL DISTRICT NO. 2184, 
ROCK COUNTY, LUVERNE, MINNESOTA  
A regular meeting of the Board of Education, ISD #2184, was held in the District Office on March 24, 2022, at 7:00 p.m.
The following members were present: Katie Baustian, Jodi Bosch, Eric Hartman, Tim Jarchow, Reva Sehr, Jeff Stratton, and David Wrigg. Also present: Craig Oftedahl, Jason Phelps, Brad Goembel, Tyler Reisch, Griffen Jarchow, and Mavis Fodness – Rock County Star Herald.
Chairperson Eric Hartman opened the meeting with the Pledge of Allegiance.  It was noted there is an addendum to the agenda. Motion made by Sehr, second by Jarchow, to approve the agenda with addendum. Motion unanimously carried.
Administrative reports were given.
Business Manager Tyler Reisch reviewed the bills with the School Board.  Motion by Bosch, second by Stratton, to approve the bills as presented in the amount of $494,225.26; and payroll of $1,037,292.47; for a grand total of $1,531,517.73. Motion unanimously carried.
Motion made by Bosch, second by Sehr, to receive the Student Activity report showing the balances as of February 28, 2022. Motion unanimously carried.
Motion made by Baustian, second by Jarchow, to approve the following Southwest/West Central Service Cooperative contracts for the 2022-2023 school year:
MEMBERSHIP AGREEMENT $0.00
HEALTH AND SAFETY MGMT ASST $3,656.31
REGIONAL MGMT INFORMATION SYS $21,637.60
BASIC TECHNOLOGY SERVICES $2,220.00
E-RATE COORDINATION SERVICES $2,850.00
COMPREHENSIVE CYBER SECURITY $18,797.50
SPECIAL EDUCATION SERVICES $158,255.00
BEHAVIOR ANALYST SERVICES $28,425.00
TEACHING & LEARNING SERVICES $7,500.00
TOTAL $243,341.41
Motion unanimously carried.
Radon testing was completed by the Institute for Environmental Assessment, Inc. The results were reviewed by the school board.
Business Manager Tyler Reisch reviewed the AFLAC plans and services with the School Board. There will be no cost to the School District for the offering of these 4 supplemental insurances: Accident, Hospital Advantage, Short-term Disability, and Dental. Motion made by Jarchow, second by Sehr, to move forward with the AFLAC plans and services. Motion unanimously carried.
Superintendent Oftedahl shared information on the Luverne Public Schools Alumni Hall of Fame. Motion made by Stratton, second Bosch, to appoint Tim Jarchow as the School Board representative to the Committee and to proceed with this as presented. Motion unanimously carried.
Motion made by Baustian, second by Wrigg, to approve the final Licensed Staff Seniority List. Motion unanimously carried.
Motion made by Sehr, second by Baustian, to accept the retirement of Wendy Nath, Middle/High School Paraprofessional, effective May 26, 2022. Motion unanimously carried.
Motion made by Baustian, second by Stratton, to accept the retirement of Diana Ouverson, Middle/High School Administrative Assistant, effective June 30, 2022. Motion unanimously carried.
Motion made by Baustian, second by Sehr, to accept the retirement of Cindy Arends, Community Education Administrative Assistant, effective June 9, 2022. She will be working through a phased retirement option to help the District through the transition. Motion unanimously carried.
Motion made by Wrigg, second by Stratton, to accept the retirement of Al Brinkman, ELL Teacher, effective June 2, 2022. Motion unanimously carried.
Motion made by Bosch, second by Sehr, to approve the hiring of Derek Elbers as Assistant (B-squad) baseball coach. Motion unanimously carried.
Motion made by Wrigg, second by Sehr, to approve the hiring of Bailey Cowell as Assistant (C-squad) baseball coach.  Motion unanimously carried.
Motion made by Baustian, second by Jarchow, to approve the hiring of Jon Schomacker as Middle School baseball coach. Motion unanimously carried.
Motion made by Stratton, second by Jarchow, to approve Tyler Reisch as volunteer baseball coach.  Motion unanimously carried.
Motion made by Baustian, second by Sehr, to approve Ben Nath as volunteer golf coach. Motion unanimously carried.
Motion made by Sehr, second by Baustian, to accept the resignation of Caroline Thorson as Assistant Speech coach effective May 27, 2022. Motion unanimously carried.
Motion made by Baustian, second by Stratton, to accept the resignation of Lora Wynia as custodian effective May 27, 2022. Motion unanimously carried.
Motion made by Wrigg, second by Stratton, to approve the hiring of Jacqueline Johnson as Speech-Language Pathologist beginning with the 2022-2023 school year for a salary of $71,228.00. Motion unanimously carried.
Business Manager Tyler Reisch reviewed the following proposals for replacement of the Elementary School boilers.  
Midwestern Mechanical 4 Boilers – 1000mbh units $267,345.00
Sioux Falls, SD
Bisbee Plumbing & Heating 4 Boilers – 1000mbh units $233,500.00
Marshall, MN
Bisbee Plumbing & Heating 3 Boilers – 2000mbh units $262,250.00
Marshall, MN
Buildings and Grounds Director Cory Schmuck is recommending the 3 boilers that are 2000mbh units as proposed by Bisbee Plumbing and Heating. Motion made by Jarchow, second by Stratton, to accept the proposal from Bisbee Plumbing and Heating for three boilers at an installed cost of $262,250.00. Funding for this project will be from long-term facilities maintenance funds. Motion unanimously carried.
Business Manager Tyler Reisch presented updated plans for basketball courts on the North and South side of the Elementary School by the current playground areas. Motion made by Jarchow, second by Stratton, to approve the updated plan for both the North and South basketball courts at the Elementary School for an approximate cost of $62,050.44. Motion unanimously carried.
Chairperson Hartman noted that the School District has received the Notice of Intent to Negotiate from both the Custodial bargaining unit and the Support Staff bargaining unit. There were no committee reports given. The upcoming meeting dates were reviewed.
Motion made by Bosch, second by Sehr, to adjourn the meeting. Motion unanimously carried.
