MINUTES OF REGULAR SCHOOL BOARD MEETING OF 
INDEPENDENT SCHOOL DISTRICT NO. 2184, 
ROCK COUNTY, LUVERNE, MINNESOTA  
A regular meeting of the Board of Education, ISD #2184, was held in
the District Office on July 28, 2022, at 7:00 p.m.
The following members were present: Eric Hartman, Reva Sehr, Jeff Stratton,
and David Wrigg. Absent:  Katie Baustian, Jodi Bosch, Tim Jarchow. Also present: Craig
Oftedahl, Jason Phelps, Ryan Johnson, Tyler Reisch, Becky Rahm, Averill Sehr,
and Mavis Fodness – Rock County Star Herald.
Chairperson Eric Hartman opened the meeting with the Pledge of
Allegiance. Motion made by Wrigg, second by Sehr, to approve the agenda
as presented. Motion unanimously carried.
Administrative reports were given.
Motion made by Sehr, second by Stratton, to approve the June 23, 2022, School
Board minutes as presented. Motion unanimously carried.
Business Manager Tyler Reisch reviewed the School District and Student Activity bills with the School Board in the amount of $1,465,297.58 and payroll in the amount of $532,663.25 for a grand total of $1,997,960.83. Motion made by Sehr, second by Wrigg, to approve payment of the bills as presented. Motion unanimously carried.
Motion made by Wrigg, second by Stratton, to receive the Student Activity report showing the balances as of June 30, 2022. Motion unanimously carried.
Motion made by Wrigg, second by Stratton, to accept the 2022-2023 Resolution for Membership in the Minnesota State High School League. Motion unanimously carried.
Motion made by Stratton, second by Wrigg, to continue membership in the
Minnesota Rural Education Association for the 2022-2023 school year with a
dues cost of $2,339.00. Motion unanimously carried.

Bimbo Bakeries. Motion made by Wrigg, second by Stratton, to accept the

Food Service Director Ann Rigny recommended accepting the bid from Land-O-Lakes-Prairie Farms. Motion made by Sehr, second by Stratton, to accept the dairy products bid from Land-O-Lakes-Prairie Farms. Motion unanimously carried.
The following vehicle fuel quote was received on July 15, 2022:

Motion made by Stratton, second by Sehr, to accept the quote from
Expressway - Luverne BP. Motion unanimously carried.
Business Manager Tyler Reisch reviewed the Long-Term Facility Maintenance Ten-Year Expenditure Application with the School Board. He worked with Superintendent Oftedahl and Buildings and Grounds Supervisor Cory Schmuck 
on this Minnesota Department of Education required plan.
SCHOOL BOARD RESOLUTION
INDEPENDENT SCHOOL DISTRICT NO. 2184
ADOPTING THE SCHOOL DISTRICT’S FISCAL YEAR (FY) 24
LONG-TERM FACILITIES MAINTENANCE TEN-YEAR PLAN
WHEREAS, to qualify for Long-Term Facilities Maintenance revenue, Minnesota Statues 2021, subd 4 states a school district or intermediate district must annually adopt and approve a ten-year facilities plan by July 31 for commissioner approval. 
WHEREAS, the school district has developed a ten-year Long Term Facilities
Maintenance Plan consistent with this law.
School Board Member Wrigg moved for the resolution adoption and the motion
was duly seconded by School Board Member Stratton and, upon vote being taken
thereon, the following voted in favor of the motion: Wrigg, Hartman, Sehr
and Stratton, and the following voted against: none.  
THEREFORE, BE IT RESOLVED THAT, the School Board of Independent School District No. 2184 approves and adopts the attached ten-year Long-Term Facilities Maintenance Plan for FY 24 on the 28th day of July 2022.
Motion made by Stratton, second by Sehr, to approve the 2022-2023 Elementary Parent/Student Handbook as presented.  Motion unanimously carried. Discussion was held regarding the Middle/High School Paren/Student Handbook. Motion made by Stratton, second by Sehr, to approve the handbook with the addition of the alacarte language. Motion unanimously carried. Motion made by Sehr, second by Wrigg, to approve the 2022 Employee Handbook as presented. Motion unanimously carried.
Motion by Wrigg, second by Sehr, to designate the following depositories for the 2022-2023 fiscal year:  First Farmers and Merchants National Bank; Minnwest Bank of Luverne and/or Minnwest Bank Systems; Security Savings Bank; Minnesota School District Liquid Asset Fund Plus; and, Smith Barney, Inc. Motion unanimously carried.
Motion made by Stratton, second by Wrigg, to designate the Rock
County Star Herald as the official newspaper used by the School District to publish
meeting minutes. Motion unanimously carried.
Motion made by Wrigg, second by Sehr, to designate the following school
district attorneys: Knutson, Flynn and Deans; and, Ratwick, Roszak, Maloney
and Bartel. Motion unanimously carried.
Motion made by Stratton, second by Wrigg, to designate the following representatives to the High School League Governing Board: Superintendent Oftedahl - school; and Activities Director Todd Oye - student activities. Motion unanimously carried.
Motion made by Sehr, second by Wrigg, to set the following school board compensation for the 2022-2023 fiscal year: $60 for each scheduled regular Board meeting, $50 for special meetings, and $110 for meetings
that last more than 6 hours. Motion unanimously carried.
Motion made by Wrigg, second by Stratton, to authorize Superintendent
Craig Oftedahl to complete necessary paperwork at the Farm Service
Agency as required. Motion unanimously carried.
Motion made by Sehr, second by Stratton, to grant Superintendent Craig Oftedahl the authority to serve as the Identified Official to Authorize User Access to the MDE website. Motion unanimously carried.
Motion made by Sehr, second by Wrigg, to adopt the following:
RESOLUTION FILLING SCHOOL BOARD VACANCY BY APPOINTMENT
WHEREAS, a vacancy exists in the office of school board member with a
term expiring the first Monday in January, 2024; and
WHEREAS, the vacancy occurred less than ninety (90) days prior to the first Tuesday after the first Monday in November in the first or second year of the vacant term;
NOW THEREFORE BE IT RESOLVED by the School Board of Independent
School District No. 2184, State of Minnesota, as follows:
Pursuant to Minnesota Statutes, Section 123B.09, Subd. 5b, Colleen Deutsch
is hereby appointed to fill the vacancy and to serve until a successor is elected and
qualified. The appointment shall be effective      August 1, 2022.  Motion unanimously
carried.
Motion made by Wrigg, second by Sehr, to accept the retirement of Glenda Schneekloth, Paraprofessional, effective July 2, 2022. Motion unanimously carried.
Motion made by Wrigg, second by Stratton, to accept the retirement of Maggie May, Paraprofessional, effective June 30, 2022. Motion unanimously carried.
Motion made by Sehr, second by Stratton, to approve the hiring of Matt
Fodness as Middle School Football coach. Motion unanimously carried.
Motion made by Sehr, second by Stratton, to approve the hiring of Katie
Mostad as MS Volleyball coach. Motion unanimously carried.
Motion made by Stratton, second by Wrigg, to approve Cody Rofshus as
volunteer football coach. Motion unanimously carried.
Motion made by Sehr, second by Stratton, to accept the resignation of Savannah Siebenahler as Paraprofessional effective July 26, 2022. Motion unanimously carried.
Motion made by Sehr, second by Stratton, to accept the resignation of Anita Cole-Kraty as Paraprofessional effective July 26, 2022. Motion unanimously carried.
Chairperson Hartman acknowledged receipt of the Notice of Intent to
Negotiate from Superintendent Craig Oftedahl. There were no committee
reports given. The upcoming meeting dates were reviewed. 
Motion made by Sehr, second by Stratton, to adjourn the meeting.
Motion unanimously carried.
