ISD #2184 meets Nov. 4 in special session

NOVEMBER 4, 2004MINUTES OF THE SPECIAL SCHOOL BOARD MEETING OF INDEPENDENT SCHOOL DISTRICT NO. 2184, ROCK COUNTY, LUVERNE, MINNESOTA. A special meeting of the Board of Education, ISD #2184, was held in the District Office on Thursday, November 4, 2004, at 12:00 p.m.The following members were present: Don Bryan, Colleen Deutsch, Dan Kopp, Cary Radisewitz, Bill Stegemann, Steve Tofteland, and Becky Walgrave. Also present: Superintendent Vince Schaefer and Marlene Mann. The meeting was called to order by Chairperson Becky Walgrave. Member Stegemann moved the adoption of the following resolution:RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT SPECIAL ELECTIONBE IT RESOLVED by the School Board of Independent School District No. 2184 as follows:1. It is hereby found, determined and declared that the special election of the voters of the district held on November 2, 2004, was in all respects duly and legally called and held. 2. As specified in the attached abstract and Return of Votes Cast, a total of 4865 voters of the district voted at said election on the question of a proposed approval of School District Referendum Revenue Authorization at a rate of $455.55 per resident marginal cost pupil unit, of which 1760 voted in favor, 1876 voted against the same relating to this question.3. Said proposition, not having received the approval of at least a majority of such votes, is hereby declared to have failed. The motion for the adoption of the foregoing resolution was duly seconded by Member Tofteland, and the following voted in favor thereof: Bryan, Deutsch, Kopp, Radisewitz, Stegemann, Tofteland, Walgrave, and the following voted against the same, none; whereas said Resolution Canvassing Returns of Votes of School District Special Election was declared duly passed and adopted. Member Tofteland moved the adoption of the following resolution:RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT GENERAL ELECTIONBE IT RESOLVED by the School Board of Independent School District No. 2184, as follows: 1. It is hereby found, determined and declared that the general election of the voters of the district held on November 2, 2004, was in all respects duly and legally called and held.2. As specified in the attached Abstract and Return of Votes Cast, a total of 9,134 votes were cast at said election on the election of four school board members for four four-year term vacancies on the board caused by expiration of term on December 31, next following the general election as follows:SCHOOL BOARD MEMBER – SCHOOL DISTRICT 2184CANDIDATE: NOBLES COUNTY: ROCK COUNTY: TOTAL:VICKI BAARTMAN 28. 2015. 2043TOR BOEN 10. 964. 974.DON BRYAN 20. 1813. 1833.COLLEEN DEUTSCH 34. 2233. 2267.LAURA HERMAN 29. 1956. 1985.WRITE-IN 0. 32. 32.3. Candidate BAARTMAN, Candidate DEUTSCH, and candidate HERMAN having received the highest number of votes, are elected to four-year terms beginning January 1, 2005. The motion for the adoption of the foregoing resolution was duly seconded by Member Radisewitz, and the following voted in favor thereof: Bryan, Deutsch, Kopp, Radisewitz, Stegemann, Tofteland, and Walgrave; and the following voted against the same, none; whereas the said Resolution Canvassing Returns of Votes of School District General Election was declared duly passed and adopted.Member Bryan moved the adoption of the following resolution: RESOLUTION AUTHORIZING ISSUANCE OF CERTIFICATES OF ELECTION AND DIRECTING SCHOOL DISTRICT CLERK TO PERFORM OTHER ELECTION RELATED DUTIESWHEREAS, the board has canvassed the election for school board members held November 2, 2004. NOW THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 2184, as follows: The chair and clerk are hereby authorized to execute certificates of election on behalf of the school board of Independent School District No. 2184 to the following candidates: a. Vicki Baartmanb. Colleen Deutschc. Laura Hermanwho have received a sufficiently large number of votes to be elected to fill vacancies on the board caused by expiration of term on January 1 next following the election, based on the results of the canvass.2. The certificate of election shall be in substantially the form attached hereto.3 After the time for contesting the election has passed, the clerk of the school board is hereby directed to deliver the certificates to the persons entitled thereto personally or by certified mail.4. The clerk is hereby directed to enclose with the certificate a form of acceptance of office and oath of office in substantially the form attached hereto.The motion for the adoption of the foregoing resolution was duly seconded by Member Stegemann, and the following voted in favor thereof: Bryan, Deutsch, Kopp, Radisewitz, Stegemann, Tofteland, and Walgrave; and the following voted against the same, none; whereas the said Resolution Authorizing Issuance of Certificates of Election and Directing School District Clerk to Perform Other Election Related Duties was declared duly passed and adopted.
