City Council sets bonds hearing Feb. 14

City Council adopts land use ordinance

ORDINANCE NO. 280, THIRD SERIESAN ORDINANCE RELATING TO LAND USE REGULATIONS (SUMMARY)The City Council unanimously introduced and adopted an ordinance relating to land use regulations that were inadvertently omitted from the current code edition, that all or in part is the same as stated in the previous code edition.The following sections of the code affected are as follows:Adding language clarifying attached/detached accessory structure requirements and adding language regarding private swimming pools which had been inadvertently omitted in Section 11.09, Subd. 4.Land use regulations in Section 11.09 for Limited Industrial (l-1) Subd. 10, Special Industrial (1-2) Subd. 11, and public (P) Subd. 12 zoning districts that were inadvertently omitted.Requirements inadvertently omitted from the sign code regarding freestanding signs within .2 miles of Interstate 90 and along Highway 75 in Section 11.16, Subd. 2 (C).This ordinance shall take full force and effect seven (7) days after its publication.1-19

We cover more than sports; local fine arts regularly fill pages of the Star HeraldAs a local weekly newspaper covering athletic events in four different school districts, the Star Herald dedicates about four pages in the B Section each week to sports.But we’re also proud to say our local arts scene gets generous coverage, too. That’s mostly because we’re fortunate to have plenty of opportunities to cover the arts — particularly musical performances.Grace Lutheran Church last weekend put on a remarkable performance of "To the Castle," that was reportedly Green Earth Players quality (see page 3A).Coming off a holiday season, all our local churches, for that matter, performed or hosted quality musical events, including the American Reformed Church’s annual Winterfest drama, and Holy Trinity Episcopal hosting Emily Lodine’s "O Holy Night," opera singing.Next week, we look forward to publishing a story previewing the South Dakota Symphony Orchestra’s Jan. 29 performance in the Palace Theatre.It’s too bad we in the print news business can’t capture those delightful sounds for our readers.Much of the musical appreciation and training starts in schools, and we’re fortunate in Luverne to have a strong performing arts program to get kids involved in band, choir and drama.This week, LHS choir director Kyle Eastman shares photographs of the Luther College Dorian Vocal Festival, for example. Next week, we’ll share photos of the Luverne One-Act Play cast and crew.We’re not able to attend every local school performance, but this weekend everyone will have a chance to support the LHS music program.The 26th annual Music Boosters Winter Carnival will be from 5 to 9 p.m. Saturday, Jan. 21, in the Luverne High School gym.Whether you care about music or not, it’s always a great night out for people of all ages.In addition to a variety of carnival booth games, the night offers bingo, raffles, a variety of food (including cotton candy), balloons and a cake walk, plus much more.We’ll be there with our cameras to capture the activities, and we’ll bring you those pictures in next week’s paper. … Meanwhile, we’ll keep looking for opportunities to showcase local talents in the arts.

Thanks to the generosity of the Hills-Beaver Creek Student Council, I received what I consider to be my first out-of-body experience on Jan. 6.I was in Hills to take in the H-BC-Ellsworth boys’ basketball game.I’ve been in the H-BC gym more times than I can count over the past 20 years, but this time was different.When I stepped into the gym that night, without realizing what went on in the gym during the Christmas break, I couldn’t believe my eyes.Hugo Goehle Gym is now the proud home of a new lighting system, and the credit for the makeover goes to the 20-some H-BC Student Council members in grades 7-12 who picked up the bill for the project."They were able to fix a problem we’ve had for a long time," said H-BC superintendent Dave Deragisch."We actually had estimates for a new (lighting) system as a part of our locker room construction project a couple of years ago, but we didn’t have enough money to fund it at that time.""Since all the estimating was done, all the kids had to do was order the lights and contact an electrician to put them in," Deragisch added.Although my residence is nowhere near H-BC’s district lines, I’m confident that I can speak for many of the district’s residents in saying I’m really proud of H-BC Student Council.They easily could have used the approximately $5,500 they generated from the vending machines inside the school for selfish causes. Instead, they decided to use their money to improve a school they are obviously proud of by staging one of the most selfless acts I’ve ever heard of."They are fantastic, great kids. They are very unselfish," Deragisch offered.According to the superindentent, the new lighting system might just be the start of another makeover in the gym."Now the kids have getting new bleachers on their minds," Deragisch said.If that’s the case, I want one of the Student Council members to approach me the next time I’m in Hills to take in an H-BC sporting event.Since I rarely get out of the gym, I’ll ask that individual to guide me to the nearest vending machine they raise funds from, and I’ll purchase something every time I’m there from now on.That’s the least I can do for the H-BC Student Council, who turned one of the darkest gyms I’m asked to shoot photographs in into one of the best-lit gyms I visit on a regular basis.Be proud of yourselves, H-BC students.Your selflessness and generosity will be appreciated for many years to come, and I’m sure I won’t be the only person telling you that.

Preliminary figures for open enrollment show a shift of students in at least two districts in the county.The biggest growth is in Luverne, which has a total enrollment of about 1,480 and 123 open-enrolled students.
