Patricia Aning

Patricia Kay Aning, 62, Detroit Lakes, formerly of Luverne, died Friday, March 18, 2022.
A funeral service was Friday March 25, at the First Presbyterian Church in Luverne with burial in the Luverne Memorial Gardens Cemetery.
Patricia Aning was born Jan. 9, 1960, to Sievert and Gertrude (Vogt) Aning in Luverne. She graduated from Luverne High School in 1978. She graduated from Norwest Technical College in 1998 with a business management degree.
Patricia lived in Luverne after she graduated, where she worked at Tri State Insurance for many years. She moved to Detroit Lakes in the early 1990s and continued to work for Tri State Insurance from her home. She helped run a family-owned business until she retired. After she retired, she worked with horse rescue and bought and sold antiques.
She enjoyed horses, her pet geese, Doberman Pincher dogs, and most animals and birds in general. She also enjoyed her flowers, sports cars and jogging. She would always greet people with a smile and a hug and never short of words. Patricia loved spending time with her grandchildren.
Patricia is survived by her two daughters, Cassy (Adam) Bailey, Luverne, and Callandra Aning-Sackmann, Detroit Lakes; four grandchildren, Autumn, Jack, Parker and Brody; four siblings, Jake (Marilyn) Aning, Anna (Walter) Ahrendt and Sievert Jr. (Audrey) Aning, all of Luverne, and Kathy Aning of Sioux Falls, South Dakota; and many nieces and nephews.
She was preceded in death by her parents.

Florence Fick

Florence Eleanora Fick, age 94, of Beaver Creek, Minnesota, died on Thursday, March 24, 2022, at Sanford Hospice Cottage in Luverne.
Visitation will be held Sunday, March 27, from 4 to 7 p.m. at St. John Lutheran Church. Funeral service will be held Monday, March 28, at 10:30 a.m. at St. John Lutheran Church in Luverne with burial to follow at Maplewood Cemetery. Florence Fick was born on May 23, 1927, in her home to John Heinrich and Christine Margaretha (Funck) Reyelts. She was raised on the farm and attended school at Beaver Creek Public School from elementary through graduation.
She was a lifelong member of St. John Lutheran Church, baptized on June 12, 1927, confirmed July 4, 1942, and married August 28, 1946, to Arthur Johaan Fick. After marriage, the couple moved to a small farm near Magnolia. In 1959 they moved to a farm by Beaver Creek, where Florence thrived as a lifelong caregiver and nurturer. Faith and family were her highest priorities in life. She and Arthur were blessed with three children and Florence worked hard to care for them.
Arthur preceded Florence in death, passing in the spring of 1980. Later that year, Florence took in her ailing mother and continued to provide care until 1992 when her mother passed. Florence then retired from their farm and relocated to Beaver Creek.
She remained living in her home independently until spring of 2022 when she was admitted to Hospice care and transferred to the Hospice Cottage in Luverne. On March 24, 2022, while surrounded by family and loved ones, Florence went to be with her Lord and Savior at the age of 94 years, 10 months, and 1 day.
Florence was proud to be a lifelong member of the St. John Lutheran Church. She was a very active woman with several hobbies and gifts she loved sharing with her community. She enjoyed baking and entered several items in the Rock County Fair. She was named grand champion for her Sunshine Cake. Gardening was another important hobby of hers. She grew new plants every year and enjoyed delivering bouquets to her friends for special occasions, birthdays, or “just because.” She also enjoyed quilting and made quilts for everyone in the family. A hobby that started out as a way to bless her sister, but became her own, was collecting milk glass. Florence had strong Christian values and faith that helped make her into the mother, wife, grandmother, and woman that she was. She would say, “The world changes, but the Bible never does.”  She would also say, “I’d give up chocolate but I’m no quitter.”
Florence is survived by her children, Marilyn (John) Doppenberg of Yankton, South Dakota, Allen (Christine) Fick of Beaver Creek, and Marlin (Amie) Fick of Beaver Creek; sister Lorna (Reyelts) Hill of Jasper, Minnesota; grandchildren Amy Doppenberg, Adam (special friend Dani Stewart) Doppenberg, Travis (Jenna) Doppenberg, Gregory (Natalie) Fick, Derek Fick, and Tyler Fick; and great-grandchildren Owen Doppenberg, Charlie Doppenberg, Bax Doppenberg, and Conner Fick.
Florence was preceded in death by her parents, JH and Christine Reyelts; her husband, Arthur Fick; an infant great-granddaughter; brother Elden Reyelts; infant sister Anna Dora Reyelts; brother-in-law Tom Hill Sr.; seven brother and sister in-laws, Henry (Anna) Fick, Louis (Frieda) Fick, Albert (Anna) Fick, William (Metta) Fick, Fritz (Malinda) Fick, Paul (Meta) Fick, and Herbert (Darlene) Fick; and several nieces and nephews.

Here today, gone tomorrow

Here today, gone tomorrow: It is an unpleasant fact of life. The things we have today could be gone tomorrow. The people we know and love are here today, but could also be gone tomorrow. Even ourselves, as much as we avoid the issue, are here today, gone tomorrow. This is a reality made worse by our tendencies to deceive ourselves into thinking that the ways things are now are how they will always be.
Consider Mark, chapter 13. Some of Jesus’ disciples were talking about the temple and how beautiful its noble stones appeared. One of Jesus’ disciples says, “Look, teacher! What wonderful stones and what wonderful buildings!” How could one not be impressed with a massive structure of marble stones weighing hundreds of tons? It was covered with plates of gold that in the morning reflected the fiery rays of the sun so that one could not look directly at them. This was the holy ground upon which the people sacrificed to God and the very place where God promised to meet his people. If ever there was an institution or a constant in life that people thought would never change, it was this wondrous temple.
Jesus’ response must have really surprised his disciples. He said, “As for these things that you see, the days will come when there will not be left here one stone upon another that will not be thrown down.” It was unthinkable that Herod’s temple would be destroyed! The disciple asked, “Teacher, when will these things be, and what will be the sign when these things are about to take place?”
Jesus doesn’t answer directly, but tells them what will take place in the intervening years. He prepares his disciples for persecutions and hardships. Why? So that their hope and trust would not be in the things of this world, that are here today and gone tomorrow, but on eternal things.
Even though we do not share the same struggles as the disciples, we live in the same fallen creation in which they lived. There continue to be false Christs, wars, rumors of wars, and natural disasters that test the faith of the masses. Satan and his agents in this world constantly attack our beliefs. Where can we find refuge and sanctuary in this wicked world? The answer is the same place the disciples did, in Jesus, who is not here today and gone tomorrow, but with us always.
Just think, this disciple was impressed by Herod’s temple while, all along, conversing with the perfect temple of God: Jesus, who said about himself, “Destroy this temple, and I will raise it up in three days!” Later that same week, Jesus’ words came to pass. He sacrificed himself for the sins of the world. They hung him on a cross and destroyed him, but on the third day, he rose again victorious over sin, death, and Satan.
Jesus’ life, death, and resurrection reconciled you to God, your sins are forgiven. Put your trust in him.

The meeting was called order by Administrator Oldre with Commissioners Gary Overgaard (District 1), Stan Williamson (District 2), Greg Burger (District 3), and Jody Reisch (District 5) present, Sherri Thompson (District 4) present.   The Pledge of Allegiance was recited.  Also in attendance were County Attorney Jeff Haubrich and Deputy Administrator Susan Skattum and Mavis Fodness.

The Administrator requested nominations for the County Board Chair; Commissioner Burger nominated Commissioner Reisch. The Administrator called three times for nominations for County Board Chair; motion by Overgaard, seconded by Thompson to have nominations cease and cast a unanimous ballot for Commissioner Reisch to serve as the Chair, declared carried on a voice vote.
The meeting was turned over to Chair Reisch.
The Chair requested nominations for Vice Chair of the County Board; Commissioner Overgaard nominated Commissioner Thompson. The Chair called three times for nominations for Vice Chair; motion by Burger, seconded by Overgaard to have nominations cease and cast a unanimous ballot for Commissioner Thompson to serve as Vice Chair, declared carried on a voice vote.

1. Resolution No. 01-22, a Housekeeping Resolution
Evan Verbrugge, Sheriff led a discussion regarding the non-renewal the law enforcement contract with the City Kenneth. After considerable discussion to include the County Attorney, it was determined the Sheriff will notify the city council of what law enforcement services his office will and will not provide.
Senator Bill Weber and Representative Joe Schomaker discussed the upcoming 2022 legislative session stating that it is a bonding bill year, but it will take a super majority and that they do not anticipate much getting done due to non-partisanship. The state has a large surplus, however a good share of those funds are due to the federal stimulus; and re-districting will impact current legislative staff. The County Board stated they would like to see an increase in funding for Mental Health services to include long term treatment; they would also like to see ARPA funds dedicated to water and highway infrastructure. The County 
Board thanked Weber and Schomacker for their time in attending the meeting.

The County Board was in receipt of the Fund Balance report; motion by Burger, seconded by Overgaard, to approve, declared carried on a voice vote.
Motion by Overgaard, seconded by Thompson, to approve Resolution No. 02-22, setting the statutory minimum salaries for elected County Attorney at $5,000 and County Sheriff at $4,000, declared carried on a voice vote.
Motion by Burger, seconded by Thompson, to accept the cash gift from the K.A.H.R. Foundation for repair work to be conducted on the tunnel and
terrace within the Courthouse Square, declared carried on a voice vote.
The County Board briefly reviewed a draft of the Boards and Committee
assignments; presented as information only.
The Administrator informed the County Board that he had met with the New
Vision manager regarding an expansion and improvements to the New Vision Feed
Mill located west of Magnolia; Oldre stated that they will be submitting a tax
abatement application.

Such assessment is proposed to be payable in equal annual installments extending over a period of 10 years, the first of the installments to be payable on or before the first Monday in January 2023, and will bear interest at the rate of four (4) percent per annum from the date of the adoption of the assessment resolution. To the first installment shall be added interest on the entire assessment from the date of the assessment resolution until December 31, 2023. To each subsequent installment when due shall be added interest for one year on all unpaid installments.
You may at any time prior to certification of the assessment to the county auditor-treasurer, pay the entire assessment on such property, with interest accrued to the date of payment, to the city clerk. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of this assessment. You may at any time thereafter, pay to the county auditor-treasurer the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. If you decide not to prepay the assessment before the date given above the rate of interest that will apply is four (4) percent per year. The right to partially prepay the assessment according to City Code Sec. 33.37, (A) is available. 
The proposed assessment roll is on file for public inspection at the city clerk’s office. The total amount of the proposed assessment is $200,000. Written or oral objections will be considered at the meeting. No appeal to district court may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable. 
Under Minn. Stat. §§ 435.193 to 435.195 and City Code Sec. 33.36 the council may, in its discretion, defer the payment of this special assessment for any homestead property owned by a person 65 years of age or older, one retired by virtue of a permanent and total disability, or a member of the National Guard or other reserves ordered to active military service for whom it would be a hardship to make the payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law and City Code, all amounts accumulated plus applicable interest become due. Any assessed property owner meeting the requirements of this law and City Code Sec. 33.36 may, within 30 days of the confirmation of the assessment, apply to the city clerk for the prescribed form for such deferral of payment of this special assessment on his/her property.
An owner may appeal an assessment to district court pursuant to Minn. Stat. § 429.081 by serving notice of the appeal upon the mayor or clerk of the city within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the mayor or clerk.

The Hills-Beaver Creek School Board met for its semi-monthly meeting at 7:04 p.m. in the H-BC Secondary School Board room, 301 N Summit Ave, Hills, MN.
Board members and Administration present were Bosch, Fransman, Harnack,
Knobloch, Rauk and Rozeboom. Superintendent Holthaus, Principal
Kellenberger and Business Manager Rozeboom were also in attendance.
Board member Gehrke was absent.
Motion by Harnack, second by Knobloch, and carried to approve the agenda. Proposed addition: 8.1. Consider/Approve ending contract with SWWC Cooperative for Payroll Services effective end of business day on June 30, 2022

Sealed proposals will be received by the Rock County Highway Department
at Luverne, Minnesota until 10:00 A.M. on Monday, April 18th, 2022.
READ CAREFULLY THE PROVISIONS FOR THE WAGE RATES AS CONTAINED IN THE SPECIAL PROVISIONS, AS THEY WILL AFFECT THIS PROJECT.
Proposals will be opened and read publicly in the presence of the Rock County Highway Engineer at the Rock County Highway Building located at 1120 North Blue Mound Avenue in Luverne, Minnesota immediately following the hour set for receiving bids for the following Rock County Highway work.
