    Owners of 19 Rock County parcels recently received letters that they’re out of compliance with the state’s buffer law.     Beaver Creek City Council members approved a new three-year contract with Ketterling Services, Luverne, for refuse and recycling pickup.     Ten hunters harvested four deer in the Blue Mounds State Park during the annual mentored youth hunt Nov. 20-22.     The Luverne Cardinals girls’ basketball team enjoyed a successful 2019-2020 season, finishing with a respectable 19-10 record.
