MINUTES OF THE SCHOOL BOARD MEETING OF 
INDEPENDENT SCHOOL DISTRICT NO. 2184, 
ROCK COUNTY, LUVERNE, MINNESOTA.  
A regular meeting of the Board of Education, ISD #2184, was held in the District Office on December 23, 2021, at 7:00 p.m.
The following members were present: Katie Baustian, Eric Hartman, Tim Jarchow, Reva Sehr, Jeff Stratton and David Wrigg. Absent: Jodi Bosch. Also present: Craig Oftedahl, Jason Phelps, Stacy Gillette, Tyler Reisch, Luke Thorson, and Mavis Fodness – Rock County Star Herald.
Chairperson Eric Hartman opened the meeting with the Pledge of Allegiance. Motion made by Sehr, second by Wrigg, to approve the agenda as presented. Motion unanimously carried.
Business Manager Tyler Reisch conducted the Truth-in-Taxation hearing. 
Administrative reports were given.
Motion made by Jarchow, second by Baustian, to approve the November 23 School Board minutes as presented. Motion unanimously carried. Motion made by Wrigg, second by Sehr, to approve the December 13 School Board minutes as presented. Motion unanimously carried. Motion made by Baustian, second by Stratton, to approve donations made to the School District as presented. Motion unanimously carried.
Business Manager Tyler Reisch presented the draft copy of the 2020-2021 Audit report from Conway, Deutsch, and Schmiessing, PLLP. A final copy will be received by the January Board meeting. Motion made by Baustian, second by Stratton, to table any action on the audit report until January. Motion unanimously carried.
Business Manager Tyler Reisch reviewed the District and Student Activity bills as follows: District and Student Activity checks in the amount of $387,131.13 and payroll in the amount of $1,115,040.45 (included teacher contract retro pay) for a grand total of $1,502,171.58. Motion made by Jarchow, second by Sehr, to approve payment of the bills as presented. Motion unanimously carried.
Motion made by Baustian, second by Stratton, to receive the Student Activity Report showing the balances as of November 30, 2021. Motion unanimously carried.
Motion made by Jarchow, second by Stratton, to approve the District Revenues and Expenditures Budget for Fiscal Year 2021 and Fiscal Year 2022 as presented. This will need to be posted on our school website. Motion unanimously carried.
Motion made by Wrigg, second by Stratton, to accept the following Resolution Establishing Combined Polling Places for Multiple Precincts and Designating Hours During Which the Polling Places will Remain Open for Voting for School District Elections Not Held on the Day of a Statewide Election. Motion unanimously carried.
Business Manager Tyler Reisch reviewed the 2021 Payable 2022 Levy Certification report with the School Board. Motion made by Wrigg, second by Baustian, to certify the 2021 Payable 2022 Levy at $3,750,644.19. Motion unanimously carried.
Motion made by Stratton, second by Jarchow, to set the 2021-2022 Driver’s Education fee at $355 per student. This represents a $15 increase. Motion unanimously carried.
Motion made by Wrigg, second by Stratton, to approve the following Resolution in Support of the Congressional IDEA Full Funding Act. Motion unanimously carried.  
Superintendent Oftedahl presented a preliminary budget and drawings for the Luverne Alumni Garden. It was noted that this project is being paid for by a private donor. Motion made by Jarchow, second by Stratton, to approve the budget and drawings for the Alumni Garden and to allow this project to move forward. Motion unanimously carried.
Superintendent Oftedahl and the Principals presented a job description for a Health Aide position. The person hired for this position would be required to have a minimum of an LPN license. Discussion was held. Motion made by Jarchow, second by Wrigg, to add the Health Aide position and to allow the School District to advertise for this position. A roll call vote was taken. Those who voted in favor of the motion: Wrigg, Sehr, Hartman, and Jarchow; those who voted against the motion: Stratton and Baustian; Member Bosch was absent. Motion carried.
Motion made by Jarchow, second by Baustian, to approve a maternity leave request from Elementary Teacher Dana Wolf for 13 weeks beginning approximately February 24, 2022. Motion unanimously carried. 
Motion made by Stratton, second by Jarchow, to approve the hiring of Leah Radisewitz as Basketball Cheerleading Coach for a salary of $1,588.00. Motion unanimously carried.
Motion made by Baustian, second by Stratton, to approve the hiring of Britton Stratton as full-time custodian beginning December 13, 2021. Motion unanimously carried.
Motion made by Jarchow, second by Sehr, to approve the hiring of Matthew Fleming as full-time custodian beginning December 20, 2021. Motion unanimously carried.
There were no committee reports given. The upcoming meeting dates were reviewed.

Beaver Creek hauler fined for manure discharge

Cody Penning, owner of Penning Hauling of Beaver Creek, was fined $9,650 for discharging thousands of gallons of liquid swine manure in 2019.
The discharge occurred in a sensitive drinking water supply area in Clinton Township.
Officials with the Minnesota Pollution Control Agency (MPCA) charged Penning with violating general standards for waters of the state, discharging waste into an unsaturated zone and failing to duly notify the MPCA directly to avoid water pollution.
Penning did not dispute the charges.
The Rock County Land Management Office assisted with the documentation of the incidents and the cleanup of the affected areas south of Luverne near the Rock County Rural Water treatment plant.
The manure discharges took place within the water district’s sensitive drinking water supply management area.
RCRW Director Ryan Holtz told county commissioners Jan. 25 that testing revealed no contamination from the Oct. 28 and 29, 2019, incidents.
“It was very, very close to our treatment plant and our draw zone,” Holtz said.
“Where the spill happened and the way the (Rock) river runs, it never — luckily — made it into any of our wells. That would have been catastrophic.”

Penning was using a tractor and pulling two manure applicator tanks filled with liquid manure on Oct. 28, 2019, when he drove into a soft area in the field.
Frequent rains had been falling in the area and the heavy manure load caused the rig to get stuck.
Doug Bos, LMO assistant director, told commissioners that instead of transferring the liquid manure into another tank to lighten the stuck applicator tank, Penning pulled the gate valve, releasing an estimated 10,000 gallons of liquid manure onto the ground at about 7 a.m.
Penning, who has a commercial manure applicator’s license, told Bos he was unaware he couldn’t discharge the manure onto the ground and didn’t know what else he could have done to get the rig out of the mud.
At about 2 a.m. Oct. 29, 2019, less than 24 hours after the first discharge, Penning’s rig became stuck again, and again he discharged manure onto the ground to lighten the load.
“Even though we warned him and the MPCA warned him, he pulled the plug and this time it (the manure) ran to a neighboring property and flooded their backyard,” Bos said.
“You can imagine with hog manure it was quite a mess.”
 
Final ruling issued in August by MPCA
After several internal reviews, MPCA made their final ruling and assessed the monetary penalty to Penning in August.
Staff changes and restrictions due to the coronavirus pandemic delayed the final administrative penalty order to almost three years after the discharge incidents.
Penning didn’t appeal the findings and has since completed a portion of the required corrective actions.
Penning was required to pay for the cleanup of both discharge incidents, which was factored into the fine amount. He is also required to prepare and submit an Emergency Response Plan to the MPCA.
Penning continues to be licensed through the Minnesota Department of Agriculture to commercially apply manure in the state.
The Rock County LMO works with the Department of Ag and the University of Minnesota to host trainings for local commercial applicators.
Personal stories are normally included in the trainings.
“This is something we always use as education — when it makes a point with a fine, someone did this on purpose,” Bos said.

District hires health aide, accepts ag retirement

At their Jan. 27 meeting, Luverne School Board members unanimously supported hiring an existing employee to fill the newly created district health aide position.
Karen Hubbling works as a middle-high school paraprofessional and has worked for the local district since 2017. She is also a registered nurse.
Hubbling was one of 10 applicants for the $25-per-hour position.
“In our applicant pool, we had very good candidates,” said Superintendent Craig Oftedahl. “We had two other RNs and we had some LPNs also.”
Minimally, the District required a licensed practical nurse (LPN).
The district posted the position in December after a divided vote from board members to move forward with the added position.
At that time, Oftedahl was uncertain if anyone would apply for the full-time position, for which health benefits would not be offered.
The health aide will spend half the work day serving “medically fragile” students and the rest of the day assisting the district school nurse.
The health aide’s duties are subject to change as health needs change in the district.
Over the summer months, the health aide position reverts to part-time status.
Hubbling will become the district health aide once her paraprofessional position is filled.
 
In other news, board members:
•agreed to keep officers in the same position for 2022. Eric Hartman remains chairman with Tim Jarchow as vice chairman, Reva Sehr, clerk and Katie Baustian, treasurer.
•approved hiring Jon Schomacker as the 2022 summer recreation director with a salary of $9,400, a $200 increase over last year.
•approved hiring Peyten Elbers as the long-term substitute for elementary teacher Dana Wolf, beginning Feb. 24.
•accepted the resignation of Bill Thompson as the middle school Lego League adviser effective at the end of the current school year.
•accepted the retirement of agriculture teacher Dennis Moritz, also effective at the end of the current school year.

County bond sale yields 1.93-percent interest rate with four bidders at sale

Interest rates were higher than anticipated Jan. 24 when Rock County’s $4.5 million general obligation bond went to market, but the refinancing still saved taxpayer dollars.
Four companies placed bids, and at their Jan. 25 meeting commissioners accepted the lowest bid, 1.93 percent from Piper, Sandler & Co. of Minneapolis.
Four companies vied for the $4.5 million in bonds, offering rates from 1.93 percent to 2.06 percent for the 20-year bond.
George Eilertson with Northland Securities brokered the sale and brought the sale results to the county commissioners Jan. 25.
He indicated Rock County was favorably noticed by creditors due to its AA+ bond rating through S&P Global Ratings. Rock County is one step below the highest municipal rating of AAA.
“You are unique at AA+,” Eilertson said. “The majority of the (Minnesota’s 87) counties fall one notch lower with AA or one notch further, which is AA-. Fifty to 60 counties are within those two (ranges).”
Part of the Jan. 24 bond sale involved refinancing two 2015 general obligation bonds totaling $915,000.
These bonds were used to remodel the Rock County Library and finance the county’s portion of the countywide fiber-to-premises broadband network project.
Refinancing this debt at the lower rate will save $106,061.
The rest of the bond, $3.59 million, will be used for capital improvements in the courthouse and the health and human services building, primarily for heating, ventilation and air-conditioning systems.
Eilertson anticipated average interest rates to be between 1.62 and 1.75 percent, when calling for the sale in November.
At 1.93 percent, the interest rate is still at 20-year lows, he said.
 
In other business, the commissioners:
•met with three new county employees: Haley Boltjes, Land Records Office administrative assistant, Lee Tapper, Land Management Office engineering technician, and Brett Heikes, county highway department equipment operator.
The county has one opening, an engineering assistant, that is expected to be filled this spring.
•set a Feb. 22 meeting with township and small cities leaders to discuss how the $1.8 million in American Rescue Plan Act dollars to the county can be disbursed.

The Hills-Beaver Creek FFA Chapter will host a Chili Cook-off from 4:30 to 7 p.m. Friday, Feb. 4, at the high school in Hills. Funds raised will support the chapter’s trip to the state convention this spring and the national convention this fall.
 
Free bake-at-home pizzas distributed Feb. 12
The Christian Motorcyclist Association will offer free back-at-home Luverne Pizza Ranch pizzas at 9:30 a.m. Saturday, Feb. 12, at Living Rock Church on East Main Street in Luverne. New Life food giveaway moves to ATLAS Feb. 17
New Life Celebration Church’s third Thursday monthly food giveaway is now at the ATLAS building at 101 W. Maple Street in Luverne. The next distribution is at 4:30 p.m. Thursday, Feb. 17.
Enter from Maple Street and stay along the WEST side of the building. (Do not block the Redeemed Remnants parking lot.)
Food will be loaded into vehicles which will then exit via the alley going WEST toward Estey Street.

Tack swap March 5 at Rock Ranch
A tack swap benefit is planned from 10 a.m. to 4 p.m. Saturday, March 5, at Rock Ranch near Hills. Organizers are seeking individuals in selling horse-related items or sharing business or service information by reserving a booth. Winter Carnival scheduled for March 5
Luverne Music Boosters Winter Carnival, which was scheduled for Jan. 22, is tentatively rescheduled for Saturday, March 5.
 
Free tax preparation starts Feb. 9
AARP volunteers will offer free tax preparation for low-income and seniors at the Rock County Library on Mondays starting Feb. 9 through April 15. Call 507-449-5040 for appointments. Bring documents, including last year’s tax return and a form of identification to document social security number. Masks are required.
 
Online mental health classes continue
NAMI Minnesota (National Alliance on Mental Illness) will offer free online mental health classes in February. The classes are designed for family members and caregivers, persons living with mental illness, service providers and also for the general public. Go to namimn.org and click on “classes.”

Valentine Painting for students in grades 1-4 will meet Feb. 10 at Coffey Contemporary Arts to create a painting and enjoy yummy snacks. Fee is $33.
Try your hand on a pottery wheel at Give Spinning a Try on Feb. 12 for grades 5 through adult. Fee is $15.
Defensive Driving Refresher four-hour class is Feb. 17 for those who have taken the beginning eight-hour class and need to renew certification.
Register by Feb. 25 for “Footloose” performed at the Chanhassen Dinner Theater on March 26. Fee is $115/person for a chartered bus trip.
Students ages 3-13 years old will learn to play the orff instruments (a smaller version of xylophone) at Melodious Mallets. Class begins Feb. 4 and culminates with the Luverne Street Music Spring Showcase in May. Fee is $100 for 16 lessons.
Register by Feb. 9 for the ACT Prep Class that begins Feb. 24 for juniors and seniors. Fee is $125.

Who says kids get to have all the fun? An Adult Show and Tell will take place at 7 p.m. Thursday, Feb. 17, at Take 16. Bring an item (or items) to tell us about or perhaps a story or two. It will be a fun and relaxing evening of sharing tales of local brews.
Bring your creative selves to Bad Art Night at 7 p.m. Thursday, March 17, at Take 16, and compete to see who can make the worst piece of art with provided supplies. The less artistic ability you have, the better. Prizes will be awarded.
Trivia Night is at 7 p.m. the first Thursday of every month at Take 16 in Luverne. Team registration begins at 6 p.m.
Reminiscence Kits are available featuring various topics such as gardening, pets, baking, sewing, farming and hunting. The kits are designed to use with a loved one experiencing memory loss, encouraging the loved one to open up about activities they once loved in the past.
 
A.C.E. respite care available, volunteers needed
A.C.E. of SW Minnesota (A.C.E.) offers respite care services in Rock County for those needing a break from caring for a loved one.
The respite program offers short-term (1-3 hours), temporary care for families and caregivers by providing a brief period of reprieve from the daily cares they provide to their loved one.
Volunteers provide non-professional supportive services to caregivers to give them time for themselves, relieve their stress and help them remain healthy.
Respite care volunteers are also needed. Trained A.C.E. volunteers provide respite care to family caregivers of adults age 60 and older who are suffering from long-term health conditions.

Nominations sought for Rock County Hall of Fame
The Rock County Historical Society’s Hall of Fame Committee is seeking nominations for the 2022 induction of current and former residents.
Nominees must have a significant identity with Rock County and have made an exceptional contribution to society, achieved exceptional success, and brought honor and prestige beyond the borders of Minnesota.
Nominations are accepted now through Feb. 28, 2022. Forms are available at The History Center, Luverne Area Chamber or online at www.rockcountyhistorical.com or www.luvernechamber.com. An awards presentation is scheduled for July 17, 2022.

Dahl joins Sanford Luverne clinic

Kathryn Dahl, MD, PhD, family medicine, recently joined Sanford Luverne clinic, where she’ll specialize in obstetrics and gynecology, including women’s health, maternity care and newborn care.
“I want to care for the young and the old, the big and the small, the healthy and the chronically ill,” said Dahl. “Every person deserves access to high quality health care, and I want to help them receive that care close to home.”
She is board certified in family medicine by the American Board of Family Medicine.
Her parents are Mark Dahl and Dr. Diane Kennedy of Luverne.
Dahl interned at Sanford Luverne in 2015 when she shadowed her mother on the job to learn about family practice.
“I don’t know what kind of doctor I want to be right now, but I do know that I probably want to live in rural Minnesota,” Dahl told the Star Herald that summer in 2015.
“If I end up being half the physician and mother that my mom is, I’ll be really happy.”
Kennedy said the professional time with her daughter reinforced her own commitment to family medicine in a rural setting.
“I believe quality care starts with knowing your patient and all the outside influences that affect their health and wellbeing,” she said in the July 23, 2015, Star Herald.
“Now that Kat has chosen a career in medicine and she’s trying to sort out what specialty she will follow, I am reminded that if I had to go back and do it all again, I would still choose family practice every time.”
Dahl graduated from the University of Minnesota Medical School in Duluth and completed her residency in family medicine at Sioux Falls Family Medicine.
The 2010 Luverne High School graduate lives in Luverne with her husband, Brooks Maurer, and son, Myles.
