Pursuant to the Rock County Zoning Ordinance, notice is hereby given by the Rock County Planning and Zoning Commission that a public hearing will be held at the Rock County Land Management Office located at 309 South Freeman Avenue, Luverne, Minnesota at 7:00 PM, Monday, September 28, 2026. The purpose of this hearing is to rule on the application for Conditional Use Permit for the following:

Location: 11.07 acre tract in the NE ¼ of Section 3 of
Battle Plain Township, T104N, R 44W, Rock
County, Minnesota
Conditional Use: Expansion and Operation of an existing feedlot
of more than 1000 Animal Units
Zoning District: A-2, General Agriculture
The conditional use permit is required for the expansion of an existing feedlot to more than 1000 animal units. The existing feedlot consists of two (2) – 41’ x 200’ swine finishing barns with underfloor poured reinforced concrete manure storage pits. Each barn houses 1000 head of finishing swine, for total of 2000 head of finishing swine on site. Using 0.3 animal units per head, the existing capacity of the site is 600 animal units.
The proposed expansion shall consist of one (1) 101’8” x 250’ total confinement barn with underfloor poured reinforced concrete manure storage pit to house 3000 head of wean to finish swine. Using 0.3 animal units per head, the capacity of the expansion shall be 900 animal units. The total capacity of the site after the expansion shall be 1500 animal units.
All persons interested may appear at said time and place or submit views in writing to the Rock County Land Management Office at 309 South Freeman Avenue by 4:00 PM, September 28, 2026.
