The meeting was called to order by Chair Burger with all Commissioners present. Also in attendance were Administrator Kyle Oldre, County Attorney Jeff Haubrich, Sioux Valley Energy Representative Brandon Lane and Star-Herald Reporter Mavis Fodness.

The Pledge of Allegiance was recited by those in attendance.

Motion by Reisch, seconded by Thompson, to approve the June 18, 2024, County Board agenda, declared carried on a voice vote.

Motion by Overgaard, seconded by Williamson, to approve the June 04, 2024, County minutes, declared carried on a voice vote.

Angela Nolz, Integrated Health Therapist with Sandford Health and Marie Atkins-Smeins, both representing Luv1LuvAll GAP fund presented an annual appropriation request of $10,000 to assist with local mental health services. Noltz reported that the cost for receiving mental health services has been identified as one of the leading factors local residents do not attend counseling services. Funding and local contributions are managed by the Luv1LuvAll GAP fund with the Luverne Area Community Foundation. The committee has also made other requests to organizations throughout the region. Nolz also reviewed the process of how the GAP funding would be utilized.

After discussion, motion by Reisch, seconded by Williamson, to approve an annual appropriation of $10,000 to Luv1LuvAll/GAP fund effective in 2024, declared carried on a voice vote.

Ashley Kurtz, Auditor/Treasurer, presented the claims with additions; motion by Overgaard, seconded by Reisch, to approve, declared carried on a voice vote. A complete listing of the claims is available upon request at the Auditor/Treasurer's office.

The County Board was in receipt of the Fund Balance report; motion by Williamson, seconded by Thompson, to approve, declared carried on a voice vote.

The Auditor/Treasurer presented (2) Rock Home Initiative abatement requests for Nathan Van Dyken and Wayne and Mary Thompson; Kurtz requested to schedule a Public Hearing for July 16, 2025, at 9:00 A.M. at the Herried Board meeting room.  Motion by Thompson, seconded by Reisch, to approve the public hearing date of July 16, 2024, declared carried on a voice vote.

Motion by Williamson, seconded by Overgaard, to approve Resolution Number 08-24, designating the Auditor/Treasurer as an Identified Official with Authority, as per the Minnesota Department of Education for secured access to their management system, declared carried on a voice vote.

Motion by Thompson, seconded by Burger, to authorize the Auditor/Treasurer to re-issue lost warrant number 13202, payable to Recorded Books, Inc for $62.20, declared carried on a voice vote.

The County Board was in receipt of an annual meeting notice for the Southwest Regional Development Commission on July 11th at 4:00 P.M. in Windom, Minnesota. They were informed that the Hills Daycare project will be recognized at this meeting.

The County Board was informed that Rock County will be launching the 2024 LivWell Wellness program for its employees where participants have the opportunity to earn VEBA funds to utilize for health related expenses. The 2023 LivWell campaign had (26) employees participating in the BioMetrics screening and (21) employees completing the wellness activities that rewarded VEBA funding of $500 to each participant.

Commissioner Reisch stated that he attended the following meetings/events: Southwest Minnesota Opportunity Council.

Commissioner Williamson stated that he attended the following meetings/events: Rural Water and AMC District VIII meeting.

Commissioner Overgaard stated that he attended the following meetings/events:  Minnesota Veterans Home 30-Year Anniversary Open House, meeting follow up regarding Burial Policy, Hardwick City Council, Vienna Township, AMC District VIII meeting, Kenneth City Council, Extension, Planning & Zoning and Road and met with a Magnolia Township resident regarding a road drainage issue impacting his property.

Commissioner Thompson stated that she attended the following meetings/events:  Plum Creek Library and AMC District VIII meeting.

Commissioner Burger stated that he attended the following meetings/events: Daycare meeting, meeting follow up regarding Burial policy, District VIII meeting and Southwest Mental Health Consortium.

With no further business to come before the County Board, motion by Overgaard, seconded by Reisch, to adjourn, declared carried on a voice vote.
