MINUTES OF THE SCHOOL BOARD MEETING OF

INDEPENDENT SCHOOL DISTRICT NO. 2184,

ROCK COUNTY, LUVERNE, MINNESOTA

A regular meeting of the Board of Education, ISD #2184, was held in the District Office on July 23, 2026, at 7:00 p.m.

The following members were present: Ryan DeBates, Heather Johnson, Michael DeBates, Eric Hartman, Tim Jarchow, and David Wrigg. Absent: Zach Nolz and Craig Oftedahl Also present: Terry Eernisse, Jason Phelps, Ryan Johnson, Jason Berghorst, Charlie Mostad, Lori Oechsle, Anna Reisdorfer, Christopher Severns, Alayna Oechsle, Taedra McKenzie Nicole Ronchetti - Rock County Star Herald.

Chairperson Eric Hartman opened the meeting with the Pledge of Allegiance. Motion made by Tim Jarchow, seconded by Ryan DeBates to approve the agenda as presented. Motion unanimously carried.

Administrative reports were given.

Motion made by Tim Jarchow, seconded by Michael DeBates to approve the June 18, 2026, board minutes as presented. Motion unanimously carried.

Motion made by Ryan DeBates, seconded by David Wrigg to accept the following donations:

Luverne American Legion $1,200 - Legionville

Luverne Rotary $200 - FCCLA

Main Street Financial $4,00 - Elementary Retreats

Motion unanimously carried.

Business Manager Terry Eernisse reviewed the bills with the School Board. Motion made by Tim Jarchow, seconded by David Wrigg to approve the payment of the Student Activity and District bills as presented in the amount of $595,311.01 with the payroll amount of $239,501.00 for a grand total of $834,812.01. Motion unanimously carried.

Motion made by David Wrigg, seconded by Heather Johnson, to receive the Student Activity Report showing the balances as of June 30, 2026. Motion unanimously carried.

The following vehicle fuel quotes were received on July 21, 2026:

Expressway/BP CHS Inc.

Premium/Unleaded $-.13 cents per gallon $0.05 cents per gallon

#1 Diesel $-.13 cents per gallon $0.05 cents per gallon

Motion made by David Wrigg, seconded by Tim Jarchow, to accept the quote from CHS Inc. Motion unanimously carried.

Motion made by Tim Jarchow, seconded by Michael DeBates, to accept the quote from Prairie Farms. Motion unanimously carried.

Motion made by David Wrigg, seconded by Heather Johnson, to designate the following depositories for the 2026-2027 school year: First Farmers and Merchants National Bank; Minnwest Bank of Luverne and/or Minnwest Bank Systems; Security Savings Bank; Minnesota School District Liquid Asset Fund Plus; and Barney, Inc. Motion unanimously carried.

Motion made by Ryan DeBates, seconded by Tim Jarchow, to designate the Rock County Star Herald as the official newspaper used by the school district to publish meeting minutes. Motion unanimously carried.

Motion made by Michael DeBates, seconded by David Wrigg to designate the following law firms: Knutson, Flynn and Deans; and Ratwick, Rozak, Maloney and Bartel. Motion unanimously carried.

Motion made by Tim Jarchow, seconded by Michael DeBates, to designate the following representatives to the High School League Governing Board: Superintendent Craig Oftedahl; and Student Activities- Activities Director- Todd Oye. Motion unanimously carried.

Motion made by Tim Jarchow, seconded by Ryan DeBates to set the school board compensation for 2026-2027 as follows:

Regular Scheduled Board Meeting - $70 per meeting

Special Meetings - $60 per meeting

Meetings that last more than 6 hours - $120 per meeting

Motion unanimously carried.

Motion made by David Wrigg, seconded by Heather Johnson, to authorize Superintendent Craig Oftedahl to complete necessary paperwork at the Farm Service agency as required. Motion unanimously carried.

Business Manager Terry Eernisse shared the future projects that will take place for the 10 year Long Term Maintenance plan. Motion made by Tim Jarchow, seconded by Heather Johnson to accept the plan. Motion unanimously carried.

Business Manager Terry Eernisse shared the Revenue Projections for 2026-2027. Motion made by Tim Jarchow, seconded by Micahel DeBates to accept the projections. Motion unanimously carried.

Motion made by David Wrigg, seconded by Heather Johnson to approve the following Fee Structure for the 2026-2027 school year:

High School Activity Fee $100

Middle School Activity Fee $60

High School Fine Arts Fee $60

Middle School Fine Arts Fee $50

High School Academic $60

Middle School Academic $50

Family Cap $325

Gate Fees:

Adult Tickets $8

Student Tickets $5

Senior Citizen Rate $5

Student Activity Pass Free (Luverne Students K-12)

Adult Pass $100

Motion made by David Wrigg, seconded by Michael DeBates to approve the Elementary Parent/Student Handbook for the 2026-2027 school year. Motion unanimously carried.

Motion made by Ryan DeBates, seconded by Tim Jarchow, to approve the Middle/High School Parent/Student Handbook for the 2026-2027 school year. Motion unanimously carried.

Motion made by Michael DeBates, seconded by David Wrigg, to approve the Employee Handbook for the 2026-2027 school year. Motion unanimously carried.

Motion made by Tim Jarchow, seconded by Michael DeBates, to accept the ratification of the 2026-2027 and 2027-2028 agreement with AFSCME Council 65 Local Union 2558-Support Staff. Motion unanimously carried.

Motion made by David Wrigg, seconded by Tim Jarchow, to accept the ratification of the 2026-2027 and 2027-2028 agreement with AFSCME Council 65 Local Union 2558-Custodial Staff. Motion unanimously carried.

Motion made by David Wrigg, seconded by Tim Jarchow, to approve the revised 2026-2027 budget. Motion unanimously carried.

Motion made by Tim Jarchow, seconded by Heather Johnson to accept the resignation of Erin Hamann, paraprofessional, effective July 8, 2026. Motion unanimously carried.

Motion made by Heather Johnson, seconded by Tim Jarchow, to accept the resignation of Morgan Van Holland as Assistant Marching Band Director effective July 17, 2026. Motion unanimously carried.

Motion made by Ryan DeBates, seconded by Tim Jarchow, to accept the resignation of Matt McClure as Varsity Girls Hockey coach effective immediately. Motion unanimously carried.

Motion made by Ryan DeBates, seconded by David Wrigg, to accept the retirement of Anna Ahrendt as Food Service worker effective May 21, 2026. Motion unanimously carried.

Motion made by Tim Jarchow, seconded by Ryan DeBates, to approve the hiring of Jessica Palmquist as night custodian effective July 27, 2026. Motion unanimously carried.

Motion made by Michael DeBates, seconded by David Wrigg, to approve the hiring of Shayla Rainford as Special Education Teacher at a salary of $49,825.00. Motion unanimously carried.

Motion made by Ryan DeBates, seconded by Tim Jarchow, to accept the resignation of Todd Oye as middle school softball coach. Motion unanimously carried.

Motion made by Tim Jarchow, seconded by David Wrigg, to approve the hiring of Randa Knutson as full time paraprofessional for the 26-27 school year. Motion unanimously carried.

Motion made by Heather Johnson, seconded by Ryan DeBates, to approve the hiring of Ashley Mundt as full time paraprofessional for the 26-27 school year. Motion unanimously carried.

Committee reports were given.

The upcoming meeting dates were reviewed. Motion made by Tim Jarchow, seconded by Heather Johnson to adjourn the meeting. Motion unanimously carried.
