MINUTES OF THE SCHOOL BOARD MEETING OF

INDEPENDENT SCHOOL DISTRICT NO. 2184,

ROCK COUNTY, LUVERNE, MINNESOTA

A regular meeting of the Board of Education, ISD #2184, was held in the

District Office on December 21, 2023, at 7:00 p.m.

The following members were present: Michael DeBates, Ryan DeBates, Eric

Hartman, Tim Jarchow, Zach Nolz, Randy Sasker, and David Wrigg. Also present:

Craig Oftedahl, Jason Phelps, Becky Rahm, Shelley Krueger, Tyler Hodge, and Mavis

Fodness - Rock County Star Herald.

Chairperson Tim Jarchow opened the meeting with the Pledge of Allegiance.

Motion made by Eric Hartman, second by Ryan DeBates, to approve the agenda

as presented. Motion unanimously carried.

Superintendent Craig Oftedahl conducted the Truth-in-Taxation Hearing for the

2024 Payable Levy.

Administrative reports were given.

Motion made by David Wrigg, second by Michael DeBates, to approve the November 21, 2023, school board meeting minutes as presented. Motion unanimously

carried.

Motion made by David Wrigg, second by Eric Hartman, to approve the following

donations:

Pat VonTersch Family - $2,000 to the Giving Tree

Papik Family - $250 to the Giving Tree

Minnwest Bank - $250 to the Giving Tree

First Farmers and Merchants - $200 to Business Professionals of America

It was noted that the Giving Tree is a program that Social Worker Stacy Schepel and M/HS Counselor Amy Cook use to purchase Christmas gifts and basic supplies for

students in our district who may not otherwise receive a gift. Motion unanimously

carried.

Justin McGraw representing Conway, Deuth & Schmiessing, PLLP, presented the Fiscal Year 2022-2023 audit report. It was noted the unassigned general fund balance as of June 30, 2023, is $763,480.00 which is a decrease of $677,691.00 from June 30, 2022. General fund revenues for FY 2023 were $16,728,651.00 and general fund expenditures for FY 2023 were $19,324,791.00. The food service fund balance as of June 30, 2023, is $149,372; community service fund balance as of June 30, 2023, is $145,595; building construction fund balance as of June 30, 2023, is $477,855; and, the debt service fund balance as of June 30, 2023, is $488,625. He presented general recommendations listed in the Management Letter. Motion made by Eric Hartman, second by Michael DeBates, to approve the Fiscal Year 2022-2023 Audit Report as presented. Motion unanimously carried.

Superintendent Oftedahl reviewed the district bills. Motion made by Michael

DeBates, second by Zach Nolz, to approve payment of the district and student

activity bills in the amount of $468,073.18; and payroll in the amount of $1,065,285.66;

for a grand total of $1,533,358.84. Motion unanimously carried.

Motion made by Eric Hartman, second by David Wrigg, to receive the Student

Activity Report showing the balances as of November 30, 2023. Motion unani-

mously carried.

Motion made by Randy Sasker, second by Zach Nolz, to approve the following:

RESOLUTION ESTABLISHING COMBINED POLLING PLACES FOR MULTIPLE

PRECINCTS AND DESIGNATING HOURS DURING WHICH THE POLLING PLACES WILL REMAIN OPEN FOR VOTING FOR SCHOOL DISTRICT

ELECTIONS NOT HELD ON THE DAY OF A STATEWIDE ELECTION

BE IT RESOLVED by the School Board of Independent School District

No. 2184, State of Minnesota, as follows:

1. Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for school district elections are those precincts or parts of precincts located within the boundaries of the school district which have been established by the cities or towns located in whole or in part within the school district. The board hereby confirms those precincts and polling places so established by those municipalities.

2. Pursuant to Minnesota Statutes, Section 205A.11, the board may establish a combined polling place for several precincts for school district elections not held on the day of a statewide election. The following combined polling places are established to serve the precincts specified for all school district special and general elections not held on the same day as a statewide election:

"This combined polling place serves all territory in Independent School District No.

2184 located in Battle Plain Township; Beaver Creek Township; Clinton Township;

Denver Township; Kanaranzi Township; Luverne Township; Magnolia Township;

Mound Township; Rose Dell Township; Springwater Township; Vienna Township;

the City of Hardwick; the City of Kenneth, City of Luverne; and the City of Magnolia;

in Rock County, Minnesota; and Leota Township, Lismore Township;

and Westside Township in Nobles County, Minnesota."

3. Pursuant to Minnesota Statutes, Section 205A.09, the polling places will remain open for voting for school district elections not held on the same day as a

statewide election between the hours of 10 o'clock a.m. and 8:00 o'clock p.m.

4. The clerk is directed to file a certified copy of this resolution with the

county auditors of each of the counties in which the school district is located,

in whole or in part, within thirty (30) days after its adoption.

5. As required by Minnesota Statutes, Section 204B.16, Subdivision 1a, the clerk is hereby authorized and directed to give written notice of new polling place locations to each affected household with at least one registered voter in the school district whose school district polling place location has been changed. The notice must be a nonforwardable notice mailed at least twenty-five (25) days before the date of the first election to which it will apply. A notice that is returned as undeliverable must be forwarded immediately to the appropriate county auditor, who shall change the registrant’s status to “challenged” in the statewide registration system.

Motion made by Ryan DeBates, second by Michael DeBates, to approve a request from Shelley Krueger, Early Childhood Special Education teacher, for an

increase in her contract from .80 FTE to 1.0 FTE. Motion unanimously carried.

It was noted that the architect has reviewed all of the bids and their recommendation is to accept the bid from Guarantee Roofing. Motion made by

David Wrigg, second by Zach Nolz, to accept the combined bid of $349,874.00

from Guarantee Roofing. Motion unanimously carried.

Motion made by Eric Hartman, second by Randy Sasker, to certify the 2023 Payable 2024 Levy at $4,300,782.77 which reflects a 2.22% decrease. Motion unanimously

carried.

Motion made by Eric Hartman, second by David Wrigg, to set the Driver’s Education fee at $365 for 2024 as recommended by Lisa Nath, Community Education

Director. This is the same amount as 2023. Motion unanimously carried.

Motion made by Zach Nolz, second by David Wrigg, to accept the resignation of Zoe DeBates as Child Guide effective January 3, 2024. Motion unanimously carried.

Motion made by David Wrigg, second by Ryan DeBates, to accept the retirement

of Lucinda Rofshus, Elementary Teacher, effective May 22, 2024. Motion unani-

mously carried.

Motion made by Eric Hartman, second by Randy Sasker, to approve the hiring

of Terry Eernisse as Business Manager beginning January 4, 2024, for a salary

of $83,500.00. Motion unanimously carried.

Committee reports were given.

The upcoming meeting dates were reviewed. Motion made by Ryan DeBates, second by Eric Hartman, to adjourn the meeting. Motion unanimously carried.
