Tobacco retailer Terry Grey of Sioux Falls has owned and operated Herb N Legend on Main Street Luverne for nearly five years. He took issue with a requirement in Rock County’s proposed tobacco ordinance that would have required managers of tobacco retail stores to live in the county. That portion of the proposed ordinance will be rewritten to require tobacco sellers to simply designate a person as a local contact.
